These estimates account for three major changes: 1. District changes 2. Federal Forest Fees 3. Increases in Common School Fund and Network of Quality Teaching and Learning (NQTL) carve-out. Many districts have requested and made changes to their local revenue and enrollment figures. All of the changes that were made as of November 6 have been captured in these new estimates. As you are aware, the federal government is funding the federal forest fee program for another year. The funds are at 95% of the 2012-13 amounts. Thank you for your help in getting those numbers updated. The total increase to the formula will be approximately $13.8 million. Finally, the Common School Fund was increased by $6 million. However that is offset by an additional increase in the NQTL carve-out of $6 million. HB 2322 created the NQTL and funded it with carve-outs from the State School Fund. The first $38 million of the carve-out has already been included in the formula in the cover sheet to the estimates. HB 2322 also authorized an additional $12 million to be taken from the State School Fund only if the State Land Board authorized an additional $12 million in distributions from the Common School Fund. The State Land Board made that authorization in October and the extra $12 million will be distributed according to the regular schedule. Thus, the formula will see an additional $6 million each year and a corresponding increase in the NQTL carve-out. Please let me know if you have any questions on these estimates. The first is a copy of the PowerPoint presentation that I gave at the Fall OASBO Conference. It details some basic information about 2014-15 funding and goes into detail about HB 2098 and how the poverty calculation is being changed for the formula. Please note that I have added information in the notes section of the presentation to make it more understandable as a stand-alone presentation. The second document is a copy of the runs that show how poverty will affect your district. Please note that the following assumptions are made with these runs: 1. Extended ADMw is estimated at 669,000 for 2014-15. 2. Individual district extended ADMw is 2013-14 estimated extended ADMw. 3. State funds for 2014-15 are $3,440,704,421 (51% of $6.55 billion with the additional $100M from the Special Session) 4. Local revenue increases 2.2%. 5. All carve-outs and distributions from the State School Fund remain the same as in 2013-14. 6. All per ADMw numbers reported are based on the statewide average. This document has several columns. The first two columns identify the districts with the document being sorted on District Name. The next two columns are the current SSF poverty weights (not student counts) and the proposed new poverty weights (not student counts). The next two columns are estimated extended ADMw for each district. The first extended ADMw column is the estimate without the changes to the poverty. The second column is the estimated extended ADMw incorporating the proposed poverty calculation. The only difference between these two columns is the proposed poverty calculation. The 7th and 8th columns are the two runs of the SSF formula with and without poverty the Current 2014-15 Estimated General Purpose Grant is without changes to poverty, and the HB 2098 Estimated General Purpose Grant includes the changes to poverty. The last column is results of subtracting the HB 2098 estimated general purpose grant from the current estimated general purpose grant. The changes in funding represent the relative change in funding between the old poverty calculations and the new poverty calculations. These are not absolute gains and losses. Even including the additional weights, each district is expected to receive an additional $340 per weight. There does not appear to be a concentration in geography or size among the districts that see an increase or a decrease in funding. It appears, that the formula is redistributing poverty to more closely match poverty in the state. Please let me know if you have any questions.
