The funds should be in your accounts by Monday. In addition to the warrants, I want to address two other issues. The first is a relatively minor one. The Legislature extended the Small High School Grant through June 2015, so the grant will be available for the entire 2013-15 biennium. The second is the additional $100 million the Legislature appropriated to the State School Fund in the September 30 special session. As many of you know, the entire $100 million is to be added to the 2014-15 school year. Thus, no additional funding will be available from that source for 2013-14. We are not going to be able to put out an official estimate for 2014-15 until we have local revenue from the districts, which we will get with the Estimate of Membership and Revenue collection. Once we have that data and verified accuracy we can publish an estimate, but that won't be until late February or early March. Until then, I can provide you with a rough estimate of the impact. The additional $100 million in state revenue will increase the per ADMw (extended) revenue by $143. This estimate is based on dividing $100 million by 665,000 which is the current estimated extended ADMw. I then multiply that number by 95.5% which is the share that districts will receive. ESDs can multiply that number by 4.5% to get their estimated per ADMw increase which is about $7. We plan to issue new estimates for 2013-14 before the November payment to account for updates that schools have done over the past several weeks. Please let me know if you have additional questions. Date: Wed, 16 Oct 2013 17:40:01 +0000 Subject: [Busmgrs] 2013-14 Federal Forest Fees Message-ID: Dear Business Managers, We recently learned that, despite the federal government shut down, a bill authorizing the payment of federal forest fees was passed by the U.S. Congress. So that means we will have federal forest fees for the 2013-14 school year. From the research I have been able to do, I have learned that the 2013-14 amounts will be 5% less than the 2012-13 amounts. The total gain to the statewide school funding formula will be approximately $13.6 million in revenue. In order to properly capture this new revenue I need each and every district that receives federal forest fees to update their Estimate of Membership and Revenue collection with this new information. I have opened the collections through October 25 so plenty of time to make the updates. I am attaching a PDF that shows my estimate for each of the districts that receives federal forest fees. Please update your collections with either this information or your own information by October 25. I would like this data to be ready to go so we can rebalance the State School Fund in November.
