The good news is that the new 2013-14 estimates are out. The bad news is that it is Friday afternoon and the latest 2013-14 estimates are out. Thus, many districts had numbers that cause some confusion and head scratching. These estimates fix that calculation error. The December to June ratio adjusts Second Period ADM to bring it more in line with annual ADM. This makes for a potentially smaller swing in the reconciliation process. Historically, second period ADM has been higher than annual ADM. The December to June ratio is the average of the ratios of second period to annual ADM for the past two years. This average is then used to reduce second period ADM. If your second period ADM is lower than your annual ADM, then you will have no reduction to the second period ADM. If your second period ADM is higher than your annual ADm, then your second period ADM will be reduced. The reductions and ratios are in the posting above. The actual funds for the grant will be distributed in the May 2014 payment. The Small High School Grant is a grant from the State School Fund to districts with under 8,500 ADMw that have a high school with under 350 students for four grades or 267 students for three grades. There are no statutory restrictions on how the money is spent by the district once it receives the funds. Charter schools and alternative education schools are not eligible for the grant. ODE pays the grant every year. The current year's grant is based on estimated data. Thus for 2013-14 we are using second period data to estimate what the actual ADM of the schools will be. We do not use annual ADM because we do not have it yet. Because the grant is paid on an estimated basis, once actual ADM is available the grant is reconciled with the actual. Thus, you will see in the spreadsheet, a reconciliation column. If a district owes the grant funds because of the reconciliation the money will first be deducted from the May 2014 payment. There is no need to actually send money to ODE. This is another step closer to reconciliation so the numbers are finalizing fast. If you have questions or concerns, please let me know.
