The total amount of SSF Grant paid and the amount remaining have also been included. Barring significant errors in the data once districts have a chance to look, these will be the estimates used to create the May reconciliation. The warm weather encourages lots of flowers to bloom and, in the case of my yard, weeds to spring up. Even though I have allergies I enjoy it. Another benefit to May is that estimates keep popping up as well :) This is the latest-and yes, this is the last-estimate for 2012-13. The May reconciliation will be based on this estimate. We had some districts have errors with the last estimate and we worked with them to correct the errors. One of the results of those corrections meant producing a new estimate. The good news is that the vast majority of district should see a very minor change. Another unusual occurrence is that we will be posting two estimates today. The 2012-13 and the 2013-14 estimate. Please note that for your records. Thank you again for your help and all of the hard work you do. If you have any questions or concerns, please let me know. In the reconciliation process we are also reconciling the carve-outs because any money not spent by those programs gets put back into the SSF and distributed to your districts. For both 2012-13 and 2013-14 we had to make some last minute adjustments to the carve out programs. The changes are not significant in terms of money to the districts, but they do require publishing new estimates for the state. The estimates are on the website for 2012-13 as follows: Districts: http://www.ode.state.or.us/services/ssf/2012-13-ssf-estimate-as-of-5-9-14-1117-hrs.pdf ADMw Breakouts: http://www.ode.state.or.us/services/ssf/2012-13-adm-breakout-5-9-14-1151hrs.pdf ESD Estimates: http://www.ode.state.or.us/services/ssf/esd-12_13-estimate-as-of-5-9-14-1148-hrs.pdf So as this is the third estimate in a very short time I will only say that it is highly likely the May payment will be based on this estimate. From: GRAY Lillie Sent: Thursday, May 15, 2014 8:55 AM To: busmgrs at listsmart.osl.state.or.us Cc: MCLEAN Cristen; HULL Karen Subject: Local Assessment Capacity Building Contract Opportunity As a part of Oregon's Strategic Initiatives, specifically, House Bill 3233, the Oregon Department of Education (ODE) is seeking four district partners to focus on developing local assessment capacity and to become regional ambassadors for how to develop local assessment capacity. Each of the four districts will participate in a series of trainings and tasks and develop at least two Common Core standards-aligned assessments, with graded student work, for grades three through twelve. Districts will be selected to develop either English Language Arts and Literacy assessments or Mathematics assessments. Each of the four districts will receive $100,000, which means the district will be able to provide approximately $9,000 of release time per grade for teachers and $10,000 for coordination and dissemination. You may access the audio and handouts from the presentation at https://district.ode.state.or.us/search/page/?id=234 then scroll down to Budget Expenditures/Revenues 14-15 - April 10, 2014 : Question - If there is an empty spot (or two) on the budget committee, what number is needed for a quorum? Answer - If, after a good faith attempt, the governing body cannot find a sufficient number of registered voters who are willing to serve, the budget committee becomes those who are willing plus the governing body. If no willing electors can be found, the governing body is the budget committee. ([ORS 294.414(2), renumbered from 294.336(2)] (reference page 44, Local Budget Manual)). So once the size of the committee is determined, a quorum becomes one half the total plus one. Please be reminded that any budget committee action requires the affirmative vote of a majority of the total budget committee membership [OAR 150-294.336-(B), implementing ORS 294.414]. For example, if only six members of a 10-member committee are present, they have the quorum necessary to meet, but they all must vote in favor of any proposed action to achieve the required majority. (Reference page 45, Local Budget Manual). Question - Is the Allocating Bond Taxes worksheet for bond levies or bond issues? Answer - As per the Department of Revenue, "The worksheet is for allocating the bond levies for the upcoming tax year. Districts only need to worry about it if they have both a bond that was approved by the voters before October 6, 2001 and also a bond approved by the voters on or after October 6, 2001." Question - Can function code 1410, Elementary Summer School, be used for coding federal funds? Answer - Yes. As a rule, expenditures should be coded to the programs they support. Question - Does the ED 50 Bond Worksheet need to be included in the budget submission to ODE? Answer - No. Question - What is the definition of a "General Purpose Grant?" Answer - With regard to individual grants received, a general purpose grant would be unrestricted funds. With regard to the State School Fund calculations, the general purpose grant is defined in ORS 327.013(1). Question - Referencing slide 14 of the presentation, please confirm that the reports presented to the Budget Committee need to have a column that is the 13-14 Working Budget as opposed to the 13-14 Adopted Budget. Answer - As per the Department of Revenue, "Budgets amended by supplemental budget should include the updated numbers in the "adopted budget this year" column. We have some debate on whether or not changes made by resolution are part of the current adopted budget; so you're welcome to go either way by including these numbers or not. My suggestion would be to make a notation at the bottom of the page to indicate whether or not the changes made by resolution are included in your numbers." That's it for the questions posed. Good luck as you work to build your 2014-15 budget. Please feel free to contact me with any questions.
