[Busmgrs] Fuel bidding question

I'm hoping someone here can help me with a question I was asked:
What is the required frequency for requesting bids/competitive quotes from suppliers for delivery of fuel?  Annually or upon request/need of change in supplier?

My assumption is that the district can do an annual RFP for a fuel suppler.
