District updates to local revenue since December 2014 are being used. These include all updates districts made as part of the 2015-16 Estimate of Membership and Revenue collection 5. Neglected, Foster, and Delinquent counts have been finalized for 2014-15. Please continue to review 2014-15 local revenue. If you think your district needs to update its local revenue estimates, please let me know and we will get those updates as part of the system. As we draw the 2014-15 payment year to a close we start to adjust the payment. This means that the April and May payments start to account for the previous amounts paid. Thus, if your district was paid too little for most of the year, then both the April and May payment will be a little more. If your district was paid too much, then these last two payments will be a little less. This reconciles the estimated qualifying expenses for 2013-14 with what districts reported as actual expenses. As you can see the percent payout dropped significantly from the estimated amount. The estimated payout was about 42%. However, the actual payout is closer to 35%. The Small High School Grant is a sub-grant of the State School Fund. $2.5 million per year is removed from the formula and distributed to districts through this grant. A district qualifies if it has a high school with less than 350 students in four grades or 267 students in 3 grades. Alternative education programs and charter schools do not qualify for this grant. This is different from the correction. The correction has similar qualifications, but it adds weights to a district's ADMw. Thus, the correction is part of the formula and the amount of funding per weight in the correction fluctuates with the rest of the formula. Currently the Small High School Grant, the $2.5 million sub-grant, is scheduled to end on June 30, 2015. However, there appears to be interest in continuing the Small High School Grant beyond the 2014-15 year. These are all the transportation costs and the 11% cap waiver calculation. These will be ready by the next 2013-14 estimate. Up next on the schedule is a 2015-16 estimate incorporating the $7.255 billion bill passed by both chambers. After that estimate, we will be producing another 2014-15 estimate. That must mean it is time for another estimate from your friends at ODE. Well I don't want to disappoint so please find the latest 2015-16 estimates posted on our website. The good news is that you are getting this before the sun goes down for the day. The additional ESL carve-out for 2015-17 has been included. The total carve-out is $12.5 million over the biennium so $6.75 million per year. 3. The free lunch subsidy carve-out has been included. The legislature provided additional state funding to provide free lunches to all students who qualify for reduced lunch. Total carve-out is $2.3 million or $1,197,797 per year 4. The 11% Cap Waiver calculation has been updated using the latest numbers which are 2013-14. The biggest change in the estimate is the inclusion of 4,000 additional weights. As some of you know, Oregon Connections Academy (ORCA) is changing districts this year. Because of extended ADMw, the district that ORCA is leaving will receive last year's ADMw instead of this year's. Additionally, the district where ORCA is relocating will receive the increased ADMw for this year. The result is an increase of 4,000 weights to the system. The reason the previous estimates did not include these additional weights is because the move was not finalized. Now that it has been finalized the districts have updated their weights. To reiterate, current law states that a district may receive the greater of this year's ADMw or the previous year's ADMw as the basis for the funding. There is not an exception if the swing in ADMw is large. We have also received questions about whether there are proposed solutions to the concerns raised by current law. The answer is yes. HB 2150 addresses some of these issues. It proposes to changes the way charter school ADMw is calculated moving forward and limits the extended ADMw increase for a district when a charter school leaves the district or closes. First, HB 2150 changes the calculation of charter school ADMw to be included with the rest of the district. Thus, instead of separately calculating charter school extended ADMw, charter school weights (ADMr, IEP, ESL, etc.) will be included with the rest of the district and then compared with the previous year's ADMw to arrive at extended ADMw. Second, HB 2150 limits the amount of a charter school's ADM that can be added to extended ADMw for a district when a charter school leaves the district or closes. Currently all charter ADM is included in the previous year's calculation of ADMw which can lead to significant swings with extended ADMw. This bill will limit ADM increases to 5% of the charter school's ADM. For 2015-16 the total will be 8% of the ADM. Thus, a district that has a charter school of 1,000 ADM, instead of receiving all 1,000 ADM as part of the extended ADMw calculation, will only receive 50 ADM for their extended ADMw collection. It is my understanding that HB 2150 is in the House Revenue committee. Please let me know if you have any questions. We will be issuing another 2013-14 estimate once all bus and garage depreciation forms are in and the transportation expenses are finalized. Also districts have noticed a couple of errors in their reporting for the 2013-14 High Cost Disability actuals. Thus, that calculation will need to be redone. A new actuals reimbursement summary will be issued before the May Reconciliation. Some are wondering about the next 2015-16 estimate. At this point we are not going to issue another 2015-16 estimate until the May Forecast. As some may be aware, the Legislature provided that if the May Forecast is higher than the March Forecast, then 40% of that additional revenue will go to the State School Fund. We will monitor the forecast and will plan to issue another estimate shortly after the forecast is announced.
