[Busmgrs] OSCIM Program Application

Dear Business Managers,
As many of you know, the Oregon School Capital Improvement Matching Program (OSCIM Program) is starting its first round of matching grant funding. Applications for this round, to coincide with districts planning a bond election for May 2016, will be accepted starting 8:00 am on January 15, 2016. In order to provide the highest level of fairness to all districts, no applications will be accepted before that time.
The application form is available on our website here: http://www.ode.state.or.us/search/results/?id=398. This is a fillable PDF form. Some have stated they are having trouble downloading the form. Depending on the browser you use, you might see a pop-down menu asking if you want to open the form in a different format. Selecting that option should allow you to save the form and fill out using Acrobat Reader. For other web browsers, I recommend using this link to determine how to access the form: https://helpx.adobe.com/livecycle/kb/xfa-forms-firefox-chrome.html.
This application period is intended only for those districts that will be seeking bond approval in the May 2016 election. If your district is contemplating seeking bond approval at a later date, please wait for those application periods. The Office of School Facilities is reserving portions of the available OSCIM Program funds for each of the upcoming bond elections.
Once the applications period closes, the applications will be funded in the following method. First, 60% of the available funds will be committed based on the Priority List. Once those funds are committed, the districts remaining will be awarded funds based on a First in Time lottery.
The first in time lottery will group applications based on the time the application is received. All applications received during a specific time will be considered to be accepted at the same time. The specific time periods are also on the website. If there is not enough OSCIM Program matching funds to commit to every district in that time period, the districts will be randomly drawn to determine which will receive a commitment. If there are enough funds for every district in a time period, then all districts will receive a commitment.
Once the districts which will receive an initial commitment are identified, either through the Priority List or First in Time, they will be notified of the results. The results will also be published on the website which will also show the order of the districts on the waiting list.
