That means that all projects that are submitted and qualify during the biennium share in the grant funds. If the eligible projects exceed the amount of funds available, then the funds are prorated across all projects, regardless of when in the biennium the project was submitted. In order to administer the grant, ODE provides an estimated payment for those projects submitted in the first year of the biennium. For 2013-15 the first year's payment rate was estimated at 5% as that was in line with previous biennium's payment rates. Now that all projects are in we are able to determine the final payment rate for the biennium. In this case for the 2013-15 biennium, the final payment rate is the maximum of 8% allowed by statute. That means that those districts that received the estimated rate of 5% will receive additional funds this year to bring them up to the full 8% for the biennium. As there are funds leftover, the remaining funds will be folded back into the State School Fund and distributed as part of the General Purpose Grant. The Facility Grant is paid with the March payment and will show in the March warrants. Please let me know if you have any questions. Also the collection rate has been increased to 96%. * The High Cost Disability Grant carve-out is being reduced to $18 million. This is to reflect current law. ODE generally bases its estimates on current law. The High Cost Disability Grant was increased to $35 million to reflect the proposed Co-Chairs budget. Since that is not current law, the carve-out will be $18 million until there is a change to the law. * To comply with current law, the Small High School Grant ($2.5 million) will continue to be removed from the State School Fund calculations as it is scheduled to sunset on June 30, 2015. * All district changes that have been made since the last estimate. * The incorrect calculation of 2014-15 extended ADMw for districts with charter schools has been fixed. Please review your estimates. I would also request that districts check their local revenue estimates against current tax collections for 2014-15 and their projections.
