Greetings:

The Oregon Department of Education is pleased to issue the attached Request for Proposal ("RFP") to provide support for Oregon's African American/Black students. The programs and services to be provided under the grant will assist African American and Black students to develop a range of knowledge, skills, abilities, and dispositions that will lead to successful student outcomes in educational achievement; address issues such as attendance, chronic absenteeism, and early childhood to elementary, middle to high school and high school to post-secondary transitions; and will include a variety of supports including the involvement of parents, educators and communities across the state.

Through House Bill 2016, the Oregon Legislature created the African American/Black Student Success Plan Grant for the purpose of funding projects related to this effort. ODE anticipants the award of up to four grants from this RFP. Individual grants will vary in value not to exceed the total budget amount of $2,689,283.00. The term of the grant is July 1, 2016 through June 30, 2017. Early learning hubs, providers of early learning services, school districts, post-secondary institutions of education and/or culturally specific community based organizations are encouraged to apply. A consortium that includes any of the above agents is strongly encouraged to apply.
