It was great meeting many of you in beautiful Bend Oregon at the OASBO conference last month. For the rest, I'd like to introduce myself. Prior to becoming the State School Fund Coordinator, I was working at the Oregon Lottery. While at the Lottery, I was in Gaming Security for eight years and an IT Analyst for another two years. I've also been in the U.S. Coast Guard for the past 14 years where I am a First Class Petty Officer and currently work at Station Portland Small Boat Operations. I grew up in Tillamook and have lived in Pendleton, Lake View and now Keizer with my 3-year old son Camden, girlfriend Angela, and our retriever Summer. My educational background is in Criminal Justice with a Bachelor's degree in Intelligence Analysis. I am really excited to get to know all of you and use my diverse background to develop new ways to help serve our students, districts and stakeholders. I'd also like to thank and acknowledge Michael Elliott for all of the great work he has done these past five years as the SSF Coordinator. Fortunately for me, he will be just down the hall if I have questions, but I will try to field as many questions as I can, as I know he will be busy as the School Facilities Coordinator and standing up the Facilities programs. I'll also be working closely with Mike Wiltfong and others in the Agency, so don't hesitate to contact us if you have questions. As a reminder, I'd like to make sure everyone is aware of the September 1 deadline for submitting your annual transportation report. The reason I bring this to your attention is we experienced a lot of challenges with making updates to the SSF last spring, as there were a number of school districts that didn't submit their report until just prior to the May payment. As with all data collections used for the SSF, we need a complete set before we can roll the data into the system. Thank you in advance for your help with this. The good news is that we are getting ready to start up the first round of applications and grants for this program. We will be starting the application period on September 1. Applications will be accepted until September 30. The good news is that there is no first in time aspect to this application process. An application received on September 30 is just as valid as an application received on September 1. Instead, we will be using a preference point system to determine which districts will receive grants. To understand the preference point system and other information about the program, please see our FAQ here: http://www.ode.state.or.us/wma/sf/technical-assistance-program-faqs.pdf. Each district will need to submit a separate application for each type of grant for which they are applying. A district applying for a facility assessment grant, a long-range facility plan, and a seismic assessment will need to submit three different applications. Each application asks for some technical information, which if the instructions are followed will be relatively easy to obtain. If the instructions are not followed, then the process can become much more difficult. As part of this process, we are also working to provide a list of individuals who are certified to provide facility assessments and long-range facility plans. The first round of the certification process will be completed before the grant recipients are announced. Thus, districts will have a list of certified individuals that they can contract with to complete the assessments. ODE's certification process is focusing on training individuals, who have already gained experience in doing facility assessments, to use the tools created by ODE and meet the standards set by ODE. We will not be certifying anyone with regards to seismic assessments. ODE recommends that districts review successful Seismic Rehabilitation Grant applications to know which firms provide seismic assessments. Some districts have already done, or are working on completing assessments started before the application period. For the first two application periods, this September and the next one tentatively scheduled for January, ODE will accept a previously done assessment as a basis for an application. If the district receives a grant, they can reimburse themselves for funds already spent. However, please note that the assessment previously done will still have to meet ODE standards. Failure of the assessment to meet those standards could result in non-payment to the district. If after reviewing this information you have questions, please don't hesitate to contact me. The good news is that there are several resources available to help with this: * OSBA has put a model radon plan on their website here: http://www.osba.org/News%20Center/Announcements/2016-07-18_RadonTestingPlan.aspx * OHA has some resources around testing for elevated radon levels: Testing for Elevated Radon in Oregon Schools - A Protocol and Plan * OHA also has help when it comes time for districts to actually test for radon: Testing in Oregon Schools Please remember the following tips when doing the radon testing: * Radon testing is best when people are actually in the building * Radon testing is best during high concentration levels (Oct-March) * Radon testing is best when HVAC equipment is operational * If you contract the testing out to a third party, it is best to use contractors certified by the National Radon Proficiency Program or the National Radon Safety Board (list of companies) * All testing needs to be done according to MALB 2014 standards If you have specific questions regarding radon testing, please contact OHA at radon.program at state.or.us.
