If we do not hear from you by noon December 8, 2016, we will assume you are not interested in the program and your district will be removed from the list. It would also be very helpful if you would send us a note if you don't plan to participate. As well, I apologize for the short timeline, but we are trying to estimate how much money will be needed to fund this program and we need to have the total calculated by Thursday evening. This information will then be used in a report to the Legislature Friday morning and used to determine how much they will need to appropriate. These collections, required by SB 540 passed in 2013, will provide the state with state-wide information about district building inventory and the level of bonded indebtedness across the state. This information will be used to help guide the Oregon School Capital Improvement Matching Program to ensure that state and local dollars are addressing the most significant facility needs first. As many of you are aware, even though the collection opened on December 8, ODE did not have any documentation to provide with the start of this collection. I am happy to announce that we have user guides for both collections. They are attached to this email. These should provide detailed information about the type of information that we are looking for in these collections. I would like to take a moment to highlight some of the fields and the type of information that ODE requires. The first issue is not a field, but a definition. What is a building? ODE is defining a building as a structure tied to a foundation and has an energy source. So the easy buildings are classrooms, schools administrative offices, maintenance shops, etc. Some buildings that also need to be included that may not be obvious include any stadiums or bleachers that are tied to a foundation and have an energy source. A bus barn would likely fit this definition as well. Structures that are outside this definition include storage sheds that have no energy source of mobile concession stands that are not tied to a foundation. Please note that portable classrooms are buildings. The second issue is the field building identifier. This field will be used to identify buildings across the state. Thus, we need to ensure that each building has a unique identifier for data purposes. Each building ID number will start with the district's institution ID and then a district assigned building number. So for example, a building ID of 1234001 means that it is with district ID 1234 and is building 001. The third issue is building name. It will make state comparisons and district-to district comparisons easier if all districts use the same names for buildings. In the user guide we have provided a list of common names we would like districts to use. For example, please use Gym to describe any gymnasium. This way we don't get all variations of that name: gym, gym., Gym, Gymnasium, gymnasium, etc. This list will likely expand in years to come. Additional information is found in the user guide for the Buildings collection. The District Bonds collection should be straight forward. Every district will need to fill this out. If your district has never passed a bond, then you can click the "no" box and you should be done. If your district has passed a bond, then a few more pieces of information and you should be done with the collection. Thank you again for helping us out with this collection. Please note that we are requesting an extension to the end date for the collection. It is currently scheduled to close January 8 and we are asking for an extension to January 30. There were some early concerns with the level of funding available for that election, but I am pleased to report that currently we are planning to have the full $30.19 million available for commitments. That will translate to $17.9 million for the Priority list and $12.2 million for the First in Time list. Applications will be accepted starting at 8:00 am on Friday, January 13, 2017. The periods for the first in time lottery system are as follows: Period 1: 8:00 am to 12:30 pm on Friday January 13, 2017. Period 2: 12:31 pm to 5:00 pm on Friday January 13, 2017 Period 3: 5:01 pm Friday January 13, 2017 to 5:00 pm on Tuesday January 17, 2017. Please find a copy of the application attached. There are two changes that are being made to the application. First, districts do not need to supply board minutes as part of the application. They can if they want to, but that will no longer be required. Second, the project description box is significantly larger. ODE needs more project description information to ensure that all projects used as a basis for the match qualify as capital construction costs. The OSCIM Program can only be used for capital costs and so we need more information at this point to ensure that applications are meeting that definition. However, we would like to provide a couple of plans created by districts as guides to those that still have questions. The two plans are attached. Please note that the plans have the following information in them that is missing from other plans: 1. The plans specifically state what the district will do in the future when it comes to lead testing. They use forward looking language to describe what the district will do in the future. 2. The plans address how the district will use all required communication means to inform their communities about the plan. 3. The plans ensure that all links in the plans are active and directing web users to the correct documents. Please review your plan to see if it is using language similar to these plans. Please note that if your district wants to emulate these plans be wary of simply copying the language as the exact language may not work for your district. To those of you who are new like me this sub grant helps school districts stand up a new school building or classroom space by furnishing them with necessary equipment and supplies. The grant has several requirements that must be met before you can consider an application. 1) The building or classroom must be new. The space cannot have been used as a classroom in the past five years. As for auxiliary spaces, such as gyms and cafeterias, they cannot be the basis for a Facility Grant application. Libraries, however, can be. The only exception is a new school building may include all costs. 2) Only construction costs can be included in the application. This excludes any land acquisition costs or costs of equipment not intrinsic to the building. Project management costs and other site improvement costs can be included. Several districts have requested additional assistance. At this time, we are still not able to provide individual feedback to each district that has requested it. However, we would like to provide a couple of plans created by districts as guides to those that still have questions. The two plans are attached. Please note that the plans have the following information in them that is missing from other plans: 1. The plans specifically state what the district will do in the future when it comes to lead testing. They use forward looking language to describe what the district will do in the future. 2. The plans address how the district will use all required communication means to inform their communities about the plan. 3. The plans ensure that all links in the plans are active and directing web users to the correct documents. Please review your plan to see if it is using language similar to these plans. Please note that if your district wants to emulate these plans be wary of simply copying the language as the exact language may not work for your district.
