ODE will begin to accept applications at 8:00 am (Pacific Time) on Friday, January 15. We would prefer that districts submit applications through secure file transfer to ode.schoolfacilities at state.or.us. The secure file transfer link can be found on the right hand side of this webpage: https://district.ode.state.or.us/home/. Please note that you will need to submit a completed application. This means you will need the application form and any supporting documents submitted before your application can be considered. If an application is not submitted in complete form it cannot be considered. We will contact each district that submits an application to let them know we have received the application. Once OSCIM Program commitments are determined, each district will receive a letter outlining the next steps in the process. These steps include, among other things, agreeing to a grant agreement with ODE. A generic version of the grant agreement will be posted on ODE's website in a couple of weeks. I would like to clear up one point of confusion with the application. In question #3, ODE is asking districts to describe the projects that are going to be completed with bond proceeds. The goal of this question is to know how districts plan to use the bond proceeds. If you have any questions, please let me know by Thursday January 14. We had thirty districts apply for the matching grants. This demonstrates the need for facilities updates across the state and also shows the willingness of districts to ask their local voters to invest in their local schools. This is very encouraging. The not so good news is that we do not have enough OSCIM Matching funds to provide a match to all of the districts that applied. Thus, we will need to hold a lottery to determine which districts will receive funding through the first in time portion of funding. ODE will be holding a GoTo on Tuesday January 26 at 12:00 pm. During this GoTo meeting we will be announcing those districts that received funding through the priority grants, explaining how the lottery and wait lists will work, and then determine the order of districts for the first in time funds. The payment information is posted here: http://www.ode.state.or.us/services/ssf/misc/2015-16-csf-by-district-january-1-16-16.pdf. The second payment will be made in July 2016. At the end of the 2015 session, the Legislature requested the State Land Board to increase the distributions from the Common School Fund to get to $7.4 billion for schools. This will add about $16 million a year to the Common School Fund distribution. However, the State Land Board has not yet acted on that request. It is scheduled to be on the February agenda. If the State Land Board votes to approve the increased the distributions, the increase for 2015-16 will come in the July payment. The January payment is based on the regular level of distribution.
