As you may know the Facility Grant must be reconciled over the biennium. Thus, the first year of the biennium, 2015-16 in this case, is an estimated reimbursement rate. This reserves some funds so that when the applications for the second year of the biennium are accepted, the first year applications do not have a reduction in funds already distributed to the districts.. At 3.5% about $6 million of the $12.5 million for the biennium has been spent. That leaves funds available for the second year of the biennium. If there are not enough eligible expenses as a basis for reimbursement in the second year of the biennium, then all districts in the first year will see an increase in their reimbursement rate. Also this has an impact for the hardship grants that were set up under SB 447. Hardship grants, up to $500,000, were funded through unspent Facility Grant funds. Since the Facility Grant has been reduced this year, and given that many projects have already been submitted. There will not be any unspent Facility Grant funds at the end of this year. Thus, there will not be hardship grants for the 2015-17 biennium under SB 447. The rest of the grants, including the OSCIM Program and the technical assistance grants have a separate source of funds and are not impacted by the Facility Grant at all. As you can see, one of the limitations is that there are no break outs for 2016-17 data because there was no way for districts to provide that separate data. When the 2016-17 school year updates with second period ADM, then the break outs for 2016-17 should populate. Some highlights for 2016-17: State School Funds saw an increase. At the end of the 2015 session, the legislature added about $115 million to the 2016-17 school year. This is reflected in the estimates. Local Property Taxes have been increased by 4% for both districts and ESDs. This is in between district provided estimates and Legislative Revenue Office estimates. The goal of this midpoint is to keep the ratio moving in a positive direction. ADMw increased substantially for this year. When I sent out the estimator tool earlier, I had put in 703,000. However, we have seen an increase of about 5,000 weights. Thus, the new estimated ADMw for 2016-17 is 708,500. If you use the estimator tool, you will need to make that adjustment. Poverty is based on the 2014 SAIPE data. The SAIPE data has decreased from 2013 to 2014. This is expected as our economy continues to improve. However, the reduction is not uniform across the state and so some districts may see increases and others see decreases. I would like to thank some of the other staff at ODE for their hard work on this project: Dan Ricketts, Mike Mendez, Leah Thorpe, Wendy Finley, and Chris Edison. Thanks to them we made the deadline. Updating poverty data to move from 2013 SAIPE data to 2014 SAIPE data Please note that the shift from 2013 to 2014 SAIPE data is causing a shift in poverty for individual districts. This is expected. The SAIPE data updates poverty for each school district on a yearly basis. As the economy continues to improve, we are seeing a drop overall in state level poverty. An individual district, however, may see a decrease or increase in poverty. Even if the state as a whole is improving, individual districts may see different results. So while the data is more accurate it may not seem as consistent as the change occurs year to year. SAIPE data models poverty based on the U.S. Census Bureau's definition of poverty. That means that if, in the model, a child lives in a family that is at 110% of the federal poverty threshold that child would not be considered to be living in poverty. That does not necessarily mean that the child does not need additional services or that they are not continuing to receive free and reduced lunches. It means that in the model because the family's income exceeded the threshold the child is no longer counted as living in a family in poverty. Please also remember that a swing in poverty may not directly translate into a loss of weight for the district. Each child in poverty is weighted at 0.25 according to the statute. Combine the 0.25 weight with extended ADMw and a district may not experience any decrease or increase in revenue despite a change in the poverty counts for the district. ODE has heard from several districts that these sharp swings may not be beneficial for the state as a whole. ODE is willing to see if there are ways to smooth the swings while still increasing the overall accuracy of the information. The previous system did not track the changing economy of the state and the new system provides a better more accurate picture of how poverty is changing in the state. It is important to ensure that poverty tracks the changing economic conditions of the state. Please let me know if you have any questions. When we implemented HB 2150 the spreadsheet I used changed and the data did not line up exactly. I didn't catch that in time and thus the errors with the Common School Fund. The errors with the Small High School Grant and High Cost Disability Grant were due to Murphy's law and trying to move too fast. (This is a problem when working from your phone). I should clarify that our contract doesn't allow us to have our sponsoring district's nurse do the required medicine training each year. (As I understand it there is an issue with the liability, since she is not our nurse. This creates an issue of the nurse giving oversight or support to a school which is covered under a different insurance than the her district, which creates a liability issue for the nurse and the district.) The survey didn't have a place for additional information so I was simply trying to convey this seems to be an issue that many charters face and funding nurses in away that would allow both districts and charters to have their needs met would be terrific. Again, I apologize that my reply went to all of you - that was not my intent! The RFQ will be used to develop a list of schools qualified to receive the grant application. Across all sites, more than $500,000 in grant funds will be distributed. What does the school need to do to respond to the RFQ?
