[Busmgrs] 2015-16 Facility Grants

Dear Business Managers,
The Facility Grants for 2015-16 have been calculated and posted to the website here: http://www.ode.state.or.us/wma/sf/facility-grants-for-2015-17-as-of-3-1-16-1500hrs.pdf.
As you may know the Facility Grant must be reconciled over the biennium. Thus, the first year of the biennium, 2015-16 in this case, is an estimated reimbursement rate. This reserves some funds so that when the applications for the second year of the biennium are accepted, the first year applications do not have a reduction in funds already distributed to the districts.. At 3.5% about $6 million of the $12.5 million for the biennium has been spent. That leaves funds available for the second year of the biennium. If there are not enough eligible expenses as a basis for reimbursement in the second year of the biennium, then all districts in the first year will see an increase in their reimbursement rate.
Also this has an impact for the hardship grants that were set up under SB 447. Hardship grants, up to $500,000, were funded through unspent Facility Grant funds. Since the Facility Grant has been reduced this year, and given that many projects have already been submitted. There will not be any unspent Facility Grant funds at the end of this year. Thus, there will not be hardship grants for the 2015-17 biennium under SB 447. The rest of the grants, including the OSCIM Program and the technical assistance grants have a separate source of funds and are not impacted by the Facility Grant at all.
