The 2016-17 Estimates are here!. Thank you for your patience as we work to get the State School Fund Formula fully updated with all of the changes required by HB 2150. Hopefully the look and feel of the estimates is very similar to what you have had in the past.

Please note that the ADMw breakouts for charter schools are for informational purpose only. They are no longer used to actually calculate the State School Fund distribution. They are there because many districts requested that ODE continue to provide the breakout information. As you can see, one of the limitations is that there are no break outs for 2016-17 data because there was no way for districts to provide that separate data. When the 2016-17 school year updates with second period ADM, then the break outs for 2016-17 should populate.

Some highlights for 2016-17:

State School Funds saw an increase. At the end of the 2015 session, the legislature added about $115 million to the 2016-17 school year. This is reflected in the estimates.

Local Property Taxes have been increased by 4% for both districts and ESDs. This is in between district provided estimates and Legislative Revenue Office estimates. The goal of this midpoint is to keep the ratio moving in a positive direction.

ADMw increased substantially for this year. When I sent out the estimator tool earlier, I had put in 703,000. However, we have seen an increase of about 5,000 weights. Thus, the new estimated ADMw for 2016-17 is 708,500. If you use the estimator tool, you will need to make that adjustment.

Poverty is based on the 2014 SAIPE data. The SAIPE data has decreased from 2013 to 2014. This is expected as our economy continues to improve. However, the reduction is not uniform across the state and so some districts may see increases and others see decreases.
