In the end we were able to award 43 grants, which includes 14 facility assessment grants, 13 long range facility planning grants, and 16 seismic assessment grants. We will have another round of technical assistance grants in early 2017. We will have approximately $800,000 available for those grants. It is the goal of the program to award all of the funding currently available in both categories prior to the May 2017 bond sale. There is currently $125 million available to fund school projects and $30 million available to fund emergency service projects. If you have an eligible project please apply. However, we are still missing plans from many districts. Please submit your plan if you have not yet done so. ODE will be reviewing the draft plans of existing and future submissions. ODE's review will consist of a review to determine if a draft plan has met all required elements under OAR 581-022-2223. ODE will not be reviewing to determine if a proposed course of action is best practices or in compliance with other federal or state rules and regulations. The goal is to get feedback to the districts in enough time such that they can make any changes they need and submit their final plans by January 1, 2017. Please also remember that Radon Plans must be submitted to Oregon Health Authority and not ODE. Please take a moment to read through them as they will help you gather the correct documentation to make the submission process as smooth as possible. Highlights of the FAQ: * The Legislature only reserved $5 million...they did not actually appropriate any funds. So we need to know how much the program will cost before we can reimburse. * The reimbursement will be for lead testing only and not other tests (e.g. copper) or for remediation projects. * Reimbursement will only be for tests done on fixtures that are used for drinking, food preparation, and other human consumption. * Districts will need to provide documentation showing: o The fixture was for drinking, food preparation or other human consumption o The lab was OHA accredited o The number of tests done o The costs of the tests Please find attached a sample template that districts can use to list which fixtures were tested and what they are used for. I have received a few questions from districts about the lead testing reimbursement program. I wanted to provide some quick answers so that everyone can provide information as quickly and efficiently as possible. Please find the questions below: 1. When is ODE accepting reimbursement information? a. Right now. Invoices and documents that show samples were submitted to a lab by December 1, 2016 will be accepted by ODE through December 8, 2016. Please remember that the samples must be submitted to the lab by December 1. 2. What kind of documentation will ODE accept? a. ODE will accept documentation that shows the following: i. The total number of tests performed by the lab; ii. The total costs of tests performed by the lab; iii. If possible, the cost per test; iv. The OHA accreditation of the lab; v. The fixture being tested is used for drinking, food preparation, or other human consumption. 1. Please note that the legislative direction to ODE is that only those fixtures used for drinking, food preparation, or other human consumption be reimbursed. The legislature specifically stated that classroom faucets were included in that definition. Your district needs to submit enough detail to clearly indicate that the fixture meets the above definition. For example, a fixture labeled classroom #1 may not be enough, because it doesn't identify that it is a classroom faucet. Similarly, a fixture labeled D.F. needs to have information explaining what D.F. means (we would assume drinking fountain, but we need as much clarity as possible). A fixture labeled classroom faucet or girls locker room drinking fountain would be enough. 2. The key is to be as clear as possible that the tests were done on qualifying fixtures. 3. In order to minimize the workload on the districts, if you would like to submit a coversheet summarizing the abbreviations or providing other explanations that would be acceptable. 3. How do I submit the documentation to ODE? a. If the attachments are small, under 5 MB, then Districts may submit the information to ode.schoolfacilities at state.or.us. If the attachments are large, then the attachments will need to be combined into one document and submitted to ode.schoolfacilities at state.or.us through the secure file transfer protocol.
