[Busmgrs] 2015-16 High Cost Disability grant

We have completed the calculations for reconciling the 2015-16 High Cost Disability (HCD) Grant and posted the results to the website: 2015-16 HCD Grant<http://www.oregon.gov/ode/schools-and-districts/grants/Pages/K-12-School-Funding-Information.aspx>

This report shows the amount originally distributed in your State School Fund (SSF) payments in May 2016, based on your estimates, and we're now reconciling with actual costs reported in the 2015-16 HCD data collection. This collection closed March 6, 2017, and thank you again for your timely responses. The reconciled HCD payments will be made in your May 2017 SSF payment.

As you will see in the report, for the 2015-16 school year the amount in the grant increased from $18 million to $35 million, which increased the rate of reimbursement from .32¢ on the dollar for the 2014-15 school year to a preliminary estimate of .69¢ on the dollar for the 2015-16 school year. Now that we have actual costs, the rate has dropped to .53¢ for 2015-16. This is due to the increased number of students that qualified and the total amount of allowable expenses.
