It was good to see many of you at the summer conferences this year. Thank you for inviting us to be a part. I wanted to provide an update to everyone regarding the May 2018 election. Highlights: * $25 million will be available for matching grants * Long-Range Facility Plan and Facility Assessments must be submitted * These documents must meet the standards set forth in OAR 581-027-0023(7)(8) * Deadline to submit long-range facility plan: September 1 * Deadline to submit OSCIM Program application: September 15 * All documents required * You can submit early * Please submit through secure file transfer While May seems like a very long time away, it is time to start thinking about the May 2018 election. As you may know, we have moved up the due date for the OSCIM Program applications to give districts that receive a commitment more time to communicate that to their community and voters. That means, that the deadlines for the OSCIM Program for the May 2018 election is rapidly approaching. The good news is that the OSCIM Program will have $25 million available to districts as matching grants for the May 2018 election. This is the second of four elections where the OSCIM Program will be providing matching grants for a total of $100 million for the 2017-19 biennium. As some of you may be aware, starting July 1, 2017, long-range facility plans and facility assessments are now required to be submitted with the application for the OSCIM program per statute. Thus, if a district does not provide these documents, then the district will not be eligible for an OSCIM Program grant. The deadline for these documents is September 1 for the May 2018 election. The September 1 deadline is two weeks ahead of the deadline for the OSCIM Program application. This gives the Office of School Facilities time to review the documents and ensure they meet all of the requirements found in OAR 581-027-0023(7) and (8). These are the same requirements as OAR 581-027-0035 (facility assessments) and 0040 (long-range facility plans) with some additional requirements about how school districts address new buildings with these applications. Districts that submit plans and assessments that do not meet these requirements will have a little bit of time to revise their submissions and comply with all of the requirements of the plans. Once a district meets all of the requirements, then the district will be eligible to submit the standard OSCIM Program application: http://www.oregon.gov/ode/schools-and-districts/grants/Documents/OSCIM%20Application%20Form%20v.%204.pdf. If a district is unable to meet the requirements, then the district is unable to apply for the OSCIM Program grants. However, if you would like, please feel free to submit the documents early. If we receive these documents early, we have more time to review and can give you more time to make any corrections that may need to be made in the documents to meet the standards. We are happy to provide this review and provide feedback at this time to give districts as much time as needed to make any corrections needed, if any. Once we sign off on the documents then your district will be eligible to submit the OSCIM Program application on September 15. Please note that long-range facility plans and facility assessments can be very large documents. Our email system is only able to handle attachments up to 5 MB. We do not always know if a submission did not go through. Your best means of transferring the documents to us is through the secure file transfer available on the district extranet site. I have posted the August 2017 State School Fund payment to the website and you can now view your statements. Notable reductions in August are the fingerprint billing which is from April. The billing should have been received by ODE finance in July however there was a mix up so we should be back on track now.
