Thank you, Michael As you know, Measure 98, the High School and College and Career Readiness Act of 2016 was passed by 66 percent of the electorate last November. Since then, staff at the Oregon Department of Education (ODE) have been working to prepare for its implementation. At the end of the month of June, the first deadline for district involvement will be reached. Each district is asked to complete a request for funds under the High School and College and Career Readiness Act of 2016 and submit it to ODE by June 30, 2017. ODE is using two primary channels of communication about the Act: 1) a page on ODE's website and 2) a listserv messaging service where we're posting occasional updates on progress and expectations. At this time, it is still proposed to split the amount 50/50 for each school year. Members of the committee did express an interest to increase the amount for the second year of the biennium as the legislative session progresses, which would in turn create the more typical 49/51 split, but those updates will likely come near the end of the session. At this time, all indications are that for the 2017-18 school year, school districts and education services districts can count on the $4.1 billion for the first year. In the amended version of SB 5517, the Free and Reduced Lunch carve-out has been added back, which was scheduled to sunset last biennium. The carve-out is slightly higher than last, as it currently stands at $2.47 million, so it's not a substantial change to the Formula. And that's about all that has changed since our initial posting for 2017-18 in early March, which was based on the Co-chair's proposed budget of $7.8 billion. As you may be aware, we are at the end of a fiscal-year and state biennium. As a result, please be very timely with your June claims because ODE is not able to make July payments until June claims have been processed. Also, please do not enter June and July claims on the same reimbursement request. For financial reporting purposes, ODE must process June and July claims in separate payment batches. Please contact your grant manager or me, the Grants Coordinator, if you have any questions on availability of funds or the claims process. SEFA: All draws for claims through June 30th must be submitted in EGMS by close of business on July 24th to be included in ODE's 2017 Schedule of Expenditures of Federal Awards (SEFA). Your external auditor uses ODE's SEFA report when conducting your Single Audit. Please keep in mind, if our amounts are in alignment this reduces the questions your auditor will ask. The School Construction Tax Limits has been received from the Department of Revenue and posted to the web. SB 1036 allows school districts to impose a tax on new construction measured by the square footage of improvements (affordable housing, public buildings, agricultural buildings, hospitals, private schools, and religious facilities are exempt). There are 62 districts in the state that impose this tax so it does not pertain to everyone. As many of you know, the Legislature approved Senate Bill 5517 which set the State School Fund at $8.2 Billion with a 50/50 split between the school years. Since the June 7th estimate we have had a few corrections from school districts, so I have rebalanced the State School Fund to reflect those changes. If all is well I plan on using this estimate to make the July payment. Please review your estimates and let me know immediately if you have any questions or concerns.
