[Busmgrs] 2017-18 Estimate

Good morning

I hope everyone has recovered from carb overload weekend, I mean Thanksgiving. We had a dozen or so districts update their ADM and a few issues with the programing that needed to be fixed to correct payments. I have posted a new estimate to the website with these updates.

Hopefully we can continue basing payments off of this estimate until February when I will be updating many data points. In January and February I'll update with 17-18 2nd Period ADM, teacher experience, poverty, and pregnant and parenting.
