SB 229 became effective on August 18, 2017, due to the emergency clause added by the Legislature at the end of session. The intent of this provision was to bring districts in line with what is currently required for city and county referrals. Specifically, that the final ballot title is required to be filed with counties no later than the 61st prior to the election. However, because the effective date of this legislation was switched from January 1, 2018 to August 18, 2017, we have not been able to update our manual or forms to reflect this new statute for the 2017 cycle. Our office does not currently have an administrative rule in place for district referrals which provides clarity of what "the ballot title" means, and as a result, we believe that as long as districts file any ballot title not later than the 61st day (September 7th) the referral may be placed on the November 7, 2017 ballot. Nevertheless, this is a question you should consult with your county counsel on since they are the ones who will defend you in court. Our office is in the process of updating administrative rules and manuals to reflect statutory changes from this past session. Specifically we are updating the Referral Manual for all future elections after January 1, 2018 to bring districts in line with city and county referrals so that final ballot titles must be filed with the measure no later than the 61st day before an election. The Oregon Health Authority has a Wildfire and Smoke page on its website with many materials including a fact sheet that is available in six different languages. The Oregon Department of Environmental Quality has an Air Quality page on its website with helpful information and links to air quality measurements around the state. Please read below for more information. Thank you, Michael Applications for the next round of Seismic Rehabilitation Grant funding, which includes $25 million for school projects and $10 million for emergency service projects, will be accepted beginning October 2, 2017 and ending January 31, 2018 at 5pm. The goal is to announce the awards by the end of April 2018. All of the application materials will be posted on the web site on October 2, 2017: http://www.orinfrastructure.org/Infrastructure-Programs/Seismic-Rehab/ There will be another application round scheduled for 2018 which will include $75 million for school projects and $10 million for emergency service projects. Another announcement will be made with the dates for the 2018 round once the schedule has been finalized. The maximum grant award for the seismic program has been updated to $2.5 million per building. The department encourages all school retrofits to be designed to seismic immediate occupancy standards. However, at a minimum, school projects must design the retrofit to seismic life safety standards unless the project is for a shelter (i.e. gym, cafeteria, large common area, etc.) which then must be designed to seismic immediate occupancy standards.
