As you know, federal reporting requirements have changed focus on a very tight timeline to school-level reporting with the implementation of the Every Student Succeeds Act (ESSA). With that in mind, we are asking districts to approach their 2018-19 budget preparations with a focus on school-level coding. It is going to take the PBAM a while to catch up with the new federal requirements, but we are working to provide updated guidance. In the interim, statements like the one on page 24 of the 2016 PBAM edition, "Special Education costs, however, should be charged centrally because the wide variation of special needs and costs among schools could skew the calculation of cost per student at the school level," have become outdated. We know that it may not be feasible for all districts to code all expenditures at school level, so we have left final-coding decisions at the district level. We do ask that you look to see if there are areas currently coded to a central cost center that could be moved to school level. For your information, I have attached Appendixes G and H which have been presented to the State Board of Education for approval. Once they are approved (we are on the docket for the April 19 SBE meeting) we will notify districts and post the 2017 edition of the PBAM which will include the exhibits. Appendix G provides guidance for coding new programs and Appendix H shows an analysis of 2015-16 reporting and identifies the trend for reporting at the school or district (CCC) level. The reconciled HCD payments will be made in your May 2018 SSF payment. The grant is $35 million each year and originally had a reimbursement rate of around 53% of costs over $30,000. This year it has already dropped to 47% payout which is a little concerning. At the zone meetings this year we are campaigning for districts to start applying for Medicaid. I also urge you to double check your estimates which is originally submitted in the estimate of membership and revenue. The original training grants awarded to districts included funds for education programs in error. * The dyslexia teacher training requirements do not directly apply to public charter schools. Charter schools were, however, given the opportunity to send a Letter of Intent to participate in the training grants at the end of 2017. 19 charter schools submitted a Letter of Intent, but most districts received grant awards for charter schools that chose not to participate. Grant awards will need to be adjusted accordingly. * District awards were calculated based on the number of K-5 schools per district. The current definition of K-5 school in the dyslexia training OARs is "any public school that enrolls students in kindergarten and grade one." Based on this definition, districts that include K only schools and schools with grades 1 and up did not receive grant awards for these schools. Grant awards will need to be adjusted to include funding for these schools. Given these errors, all awards will need to be recalculated. While districts will not receive funds for education programs and non-participating charter schools, the award per K-5 school is likely to increase. Districts and participating charter schools will receive updated notices of their grant awards in May of 2018. All reimbursement claims submitted through EGMS to date will be put on hold until awards have been adjusted. There are two steps for a district to submit a claim: Step 1: Complete the Dyslexia Training Grants Reimbursement Form and email to Carrie Thomas Beck, Dyslexia Specialist, along with the electronic copies of the Certificates of Completion for each teacher who completed the dyslexia training. On the reimbursement form, be sure to indicate (by checking the boxes) that the teachers have completed the training survey and have requested membership for the Dyslexia Group on the Oregon Educator Network (OEN). The form and detailed instructions for submitting a claim can be found on the ODE website. Step 2: Submit a request for reimbursement through EGMS. A new Q & A on the dyslexia training grants has been posted to the ODE website that provides additional information. Districts and participating charter schools may continue to work on gathering the required deliverables and submitting them to Carrie Thomas Beck, Dyslexia Specialist, while waiting for the notice of the adjusted awards in EGMS. The law states charter schools and alternative education programs are not included.
