The facility grant, which is a sub grant of the State School Fund, provides funding to schools that have already constructed new classroom space. New classroom space is defined as a new building, a new addition, a new school, a portable (pre-manufactured structure) or remodeled space that has not been used as a classroom for the past five years. The grant gives a maximum of 8% of the costs of constructing the new classroom space back to the district. The district can use these funds for any costs that are not new capital construction costs. Districts can apply for the grant once they have occupied the building for at least half a year. You can apply for the grant the year in which the building first qualifies and the year immediately after that. Applications are currently open for submission and are due by February 15th. The grant, which is $9 million prorated for the 2017-19 biennium, is essentially paid out over the biennium. That means the first year, ODE is estimating what percentage will be the final reimbursement rate for the grant. Due to over $450,000,000 in new construction last year there is $4,215,230 left for the 2018-19 grants or about 1% reimbursement. As a short-term solution to maintain CDL testing availability for school districts, we drafted formal agreements of authority with school districts and pupil transportation companies, as well as verified proof of insurance for these entities. In the long-term, ODE does not have statutory authority to enter into testing agreements with DMV beyond May 2019. Due to this change, DMV will begin contracting directly with school districts and bus companies for CDL test administration. ODE will continue to provide oversight of the training and bus certification program for all school bus drivers, and we are working jointly to maintain one class for training and one exam for drivers. Informational Event About These Changes As a result of this change, both agencies are seeking your input as we strive to ensure adequate examiner coverage across the state for prospective school bus drivers. While we have barriers to work through, we also have opportunities in regards to partnerships, improved outcomes and access for exams. The primary focus of this revised program is ensuring continued access to licensing drivers for safe school bus operators. We invite you or a representative to participate in an information session. The most significant changes are: ? Annual Statement certifying compliance with the new HASS plan is required; ? Mandatory testing for lead in water at all facilities owned or leased by districts, ESDs and charter schools is required; and ? Reimbursement for testing water fixtures for elevated levels of lead will be provided. Over the past year, ODE has been working in conjunction with the Oregon Health Authority (OHA) and a Stakeholder Group to finalize the details regarding implementation of the new regulations. ODE would like to thank OHA and the Stakeholder Group for all of their many hours of hard work in their efforts to arrive at a program that will best serve the students and schools of Oregon while still complying with the legislative requirements. The Stakeholder Group was comprised of representatives from several districts, OSBA, COSA, IMESD, Oregon PTA, Environment Oregon and Indy-Safety. Their willingness to endure months of regular meetings and constructive, spirited debate improved the outcome immeasurably. A few important dates set in the new OARs: ? January 1, 2019 - ODE to publish and distribute the new model HASS plan and Annual Statement ? April 1, 2019 - District, ESDs and charter schools must electronically submit a copy of a draft HASS plan to ODE ? July 1, 2019 - District, ESDs and charter schools must have their final HASS plan adopted by their governing body ? July 15, 2019 - District, ESDs and charter schools must electronically submit their final adopted HASS plan to ODE Attached are copies of the new model Healthy and Safe Schools plan, the new Annual Statement and the schedule for the phasing in the new 6-year testing cycle for testing water. Please read and review carefully. Submitting the model plans as they are will not meet the statutory requirements. Organization specific information is required to be provided in the plans. ODE will administer a program to reimburse schools for testing water for elevated levels of lead. It will operate in a manner similar to the reimbursement program for voluntary testing run in 2016, with some changes. We will be reimbursing actual lab fees plus some additional amount to help cover collection and administrative expenses. There will be more detail to follow. I know this is a busy time of year, so I will keep this short. We wanted to give everyone a head's up that the Technical Assistance Program Grants (TAP Grants) will be open starting January 15. We will be accepting applications from 8:00 am January 15 to 5:00 pm February 15. Districts will be ranked based on the total number of preference points they receive per application. Winners will be announced March 15. Other helpful information: * TAP will offer grants for four types of assessments this year: o Seismic Assessement ($25,000) o Long-Range Facility Plan ($25,000) o Facility Assessment ($20,000) o Environmental Hazard Assessment (radon testing) ($25,000) * There will be $2.5 million available to award in grants this year * Districts must submit a separate application for each type of grant. Applications are attached to this email. * Additional information can be found in our FAQs, also attached to this email. * We have simplified the applications this year. We will be providing the ADMr and poverty data from the State School Fund and so will not ask districts for that information. Please review this information.
