[Busmgrs] Updated Seismic application and FAQ

Dear All,

I am attaching an updated seismic application for the TAP grants. Thank you to Oregon City for noting that the link in the seismic application did not work. This application contains working links. So this should make filling out the application easier.

Also I am including updated FAQ. We want to let districts know that if they started assessment work in 2018 without a TAP grant, they may use that work as a basis for a 2019 TAP grant. This does guarantee that you will receive a grant, but does allow you to be reimbursed for work started during the previous year that was not already covered by a TAP grant.
