[Busmgrs] Facility Grant 17-18

I hope everyone is having a great week and is getting back into the groove of five day work weeks.

The facility grant, which is a sub grant of the State School Fund, provides funding to schools that have already constructed new classroom space. New classroom space is defined as a new building, a new addition, a new school, a portable (pre-manufactured structure) or remodeled space that has not been used as a classroom for the past five years. The grant gives a maximum of 8% of the costs of constructing the new classroom space back to the district. The district can use these funds for any costs that are not new capital construction costs.

Districts can apply for the grant once they have occupied the building for at least half a year. You can apply for the grant the year in which the building first qualifies and the year immediately after that.  Applications are currently open for submission and are due by February 15th.

The grant, which will be $9 million prorated for the 2017-19 biennium, is essentially paid out over the biennium. That means the first year, ODE is estimating what percentage will be the final reimbursement rate for the grant. Because of this, ODE tends to estimate low so that when the grant is finalized in the next year, all districts receive funding rather than funding being removed from districts in the first year. For the 2015-17 biennium when the grant was at $12.5 million, ODE estimated the facility grant paying districts an amount equal to 3.5% of their eligible construction costs. We don't yet know what the final amounts will be for this biennium.
