As promised, I have rebalanced the state school fund with many updates. There are a few notes I would like to pass to help everyone understand where the data is coming from for this estimate. As many of you know poverty weights decreased across the state along with a decrease in the Common School Fund. On a positive note there was a nice increase in local revenue at the mid-year that were imported to the funding formula. Another change was SB 182 which increased network of quality teaching and learning to $6 Million for the biennium. You will see this reflected in the carve outs on the assumptions page. At this time of year the December to June ratio is also part of the formula for calculating your weights. For 2016-17 I have imported Annual cumulative ADM. This updates pregnant and parenting, ESL and teacher experience. For 2017-18 I am using 2nd period Cumulative ADM. This also updates pregnant and parenting, ESL and teacher experience. Along with those updates I imported the latest local revenue estimates you submitted in the 2018-19 estimate of membership and revenue. I will have the 2018-19 estimate out soon. This payment reflects the changes posted in the estimates last week. There have been a handful of districts requesting changes to their Annual Cumulative ADM for 2016-17 as well as the estimate of membership and revenue for 2018-19. If the data reflects a need to rebalance I will be posting another estimate for 17/18 in the coming weeks. As you will see on this payment the facility grant has been applied. This report was due back in September 2017 and the data derived from this report is used to process the transportation grant. Without the reports we are missing critical data for the state as a whole. Without a complete data set from those districts I cannot post an accurate 2016-17 estimate. Finally the 2016-17 High Cost Disability collection has closed. This collection is used to reconcile what you were paid based on your estimate in the 2016-17 estimate of membership and revenue. The Governor's Office recently alerted ODE to an option to join the International Code Council (ICC) to help promote the use of Oregon's forest products industry. The short version is that cross laminated timber (CLT) is being considered for an expanded role in the International Building Code. Oregon has already adopted the use of CLT in its building code and this vote would be to expand that use in the international code which could lead to more need for CLT and more jobs available to Oregon's rural areas. Oregon has already adopted code for the safe use of CLT in a variety of building types. Our building codes provide equal treatment for a wide range of building materials. They put a premium on safety while flexibly working with architects and builders. In short, Oregon's codes are a model for the rest of the country. If the ICC follows Oregon's lead and adopts code around the use of CLT into the IBC, the international code will expand the market for Oregon's advanced wood products, creating more jobs in rural areas. The new code would also provide more opportunities for communities to use sustainably harvested forest products and reduce their carbon footprint. While anyone can become a member of the ICC, only registered ICC government members, including agencies and departments, are eligible to vote. The ICC allows government organizations to designate 4 to 12 voting representatives/employees per unit. Qualified government agencies are "governmental units, departments or agencies engaged in the administration, formulation, implementation or enforcement of laws, ordinances, rules or regulations relating to the public health, safety and welfare." To ensure Oregon's experience can be put to good use, Governor Brown encourages eligible Oregon state agencies and departments to become informed and register to participate. Registration before March 16 permits agency representatives to participate in the upcoming amendment process. Registration is now open. This estimate is based on annual ADM and actual revenues. There was about $15,000,000 more in local revenue than where it was left last year. As you will see on the cover page to the estimate the $20M reserve has not been rolled in so look for more of an increase on the next estimate. Another big factor is the transportation grant. I am still waiting on about 10 district reports so I cannot process the grant until I have a full data set.
