Dear All,

I am writing to let you know of a role you can play in helping Oregon's rural communities. The Governor's Office recently alerted ODE to an option to join the International Code Council (ICC) to help promote the use of Oregon's forest products industry. The short version is that cross laminated timber (CLT) is being considered for an expanded role in the International Building Code. Oregon has already adopted the use of CLT in its building code and this vote would be to expand that use in the international code which could lead to more need for CLT and more jobs available to Oregon's rural areas. ODE is in the process of signing up for participation.

Details:

· Must register the primary representative by March 16 (this Friday)

· The number of votes that your district would receive is based on population

Here is the email from the Governor's Office representative.

Colleagues,

This message is going to state agencies with a role in economic and community development, health, safety, and more.

Please share with any relevant state entities as well as with local government partners.

Note the short timeline for registration: March 16.

Thanks for your attention to this matter.

Best,

---------

In 2018, the International Code Council (ICC) will consider amendments to the International Building Code (IBC) to expand the use of cross laminated timber (CLT) and other mass timber products for construction of tall wood buildings (increasing the limit from six to eighteen stories).

Oregon has already adopted code for the safe use of CLT in a variety of building types. Our building codes provide equal treatment for a wide range of building materials. They put a premium on safety while flexibly working with architects and builders. In short, Oregon's codes are a model for the rest of the country.

If the ICC follows Oregon's lead and adopts code around the use of CLT into the IBC, the international code will expand the market for Oregon's advanced wood products, creating more jobs in rural areas. The new code would also provide more opportunities for communities to use sustainably harvested forest products and reduce their carbon footprint.

While anyone can become a member of the ICC, only registered ICC government members, including agencies and departments, are eligible to vote. The ICC allows government organizations to designate 4 to 12 voting representatives/employees per unit.

Qualified government agencies are "governmental units, departments or agencies engaged in the administration, formulation, implementation or enforcement of laws, ordinances, rules or regulations relating to the public health, safety and welfare."

To ensure Oregon's experience can be put to good use, Governor Brown encourages eligible Oregon state agencies and departments to become informed and register to participate. Registration before March 16 permits agency representatives to participate in the upcoming amendment process.

Registration is now open. If you are interested, please use the following instructions:

Each unit of government first selects a primary representative, who becomes a member of the ICC. Then, as a state with more than 150,000 residents, each unit of government may designate up to 12 voting representatives. All voting is online.

1. Select a representative of your government unit, department or agency to join ICC. Cost is $370 per unit. To register online visit the ICC web site:https://www.iccsafe.org/membership/join-icc/

2. Begin thinking about who your voting reps will be. You will need to designate 12 individuals in order to have all 12 votes count.

3. Prepare to vote in November. Additional recommendations will be provided when the ICC agenda is complete.

To help us follow up with more information, please return a list of your primary representative (with email address) and direct any questions to Governor Brown's Advisor for Economy and Jobs at Jason.Lewis-Berry at oregon.gov<mailto:Jason.Lewis-Berry at oregon.gov>.

Thank you,
Michael
