[Busmgrs] 2016-17 State School Fund estimate

Good Morning

I have rebalanced the state school fund for 2016-17 updating some errors in the transportation reports as well as displaying the estimated remaining amount due.  It would be great if these are the last estimates used for the final 2016-17 May payment. However, I am anticipating some possible changes in the carve outs depending on program spending.
