From adam.krein at state.or.us Mon Apr 8 13:28:08 2019 From: adam.krein at state.or.us (KREIN Adam - ODE) Date: Mon, 8 Apr 2019 20:28:08 +0000 Subject: [Busmgrs] small high school grant Message-ID: Good Afternoon, Hope you all had a great weekend. The small high school grant is a $2.5 million dollar a year grant which is paid in May. I use actual ADM for the final payment of 17/18 and estimated ADM for a preliminary payment in 18/19. The amount of each grant = the small high school's ADM * (the total amount available for the grants in each fiscal year * the total ADM of all small high schools). To be eligible for the grant your district must have a weighted average daily membership (ADMw) less than 8,500 and the high school must have an ADM less than 350. This grant does not include alternative programs or charter schools. 17/18 reconciled payment and 18/19 preliminary payment Please review and let me know if you have any questions Together in service to students, [cid:image002.jpg at 01D4EE0E.E66EA230] Oregon achieves . . . together! The Grant is then reconciled based on actual data submitted in the 17/18 High Cost Disability grant collection that closed in March 2019. Last year, districts were paid a 50% reimbursement based on claims of $68 Million. However, the latest claims came in at $217 Million and decreased payout to 41%. The concern here, is the difference of $148 Million dollars between what districts estimated for high cost and what they claimed in the actuals collection. This creates large swings in the grant payments from year to year. I'd like to ask districts to please keep an eye on this and double check what is being reported compared to the previous year actual data. You can view the grant payments here: 2017-18 High Cost Disability Grant reconciled payment 2018-19 High Cost Disability Grant preliminary payment These payments will be in the May State school fund. On this update you will see new and improved transportation data, with an increase of $14 million. The $20 million reserve has been distributed as well as the high cost disability grant and small high school grant can be viewed. Finally the IEP cap waiver weights have been updated. This is a comparative weight which looks at spending and severity in your district compared to the rest of the state. We are still reconciling the carve outs which are on the cover page of the estimates so look for those changes on the final estimate later this month. I will also be posting an updated 18-19 estimate next week. For the May payment we combine 17/18 and 18/19 remaining distributions. This could be a negative or positive amount so please thoroughly review these final estimates. 17/18 District Estimate ADMw breakout ESD Estimate We are in the final stretch ladies and gentleman keep up the great work. April 30th will be the cut off for adjustments to 17/18 and 18/19 prior to the May payment. This shut-down is necessary to process all end-of-biennium/fiscal year claims through June 30, 2019, and to perform the internal process of rolling forward funding for any subgrants that continue into the next biennium. Please be prepared to have your institution's Claim Administrator(s) enter all subgrant claims that you need processed in a timely fashion into EGMS and provide any required backup documentation to your grant manager(s) by email no later than July 21. Important Dates: ? Deadline for claims: 11:59pm on Sunday, July 21, 2019 ? EGMS shut-down: July 22 through August 2, 2019 Specific Planning Items: ? If you have expenditures that need to be included in your annual Schedule of Expenditures of Federal Awards (SEFA) report, your claims must meet the July 21 deadline. ? Please do not combine expenses from June and July service dates within the same claim-they are from separate state fiscal years and must be reported separately. ? June claims made after EGMS reopens will be paid in the next fiscal year/biennium. ? July claim payments may also be delayed. ? If payroll or other urgent expenditures are contingent upon payment of your EGMS claims, please plan accordingly. We invite you to visit the EGMS page on the ODE District website for more resources, including our user guide and the current EGMS Access Request Form, which you may use for adding and removing EGMS permissions and subgrant contacts: https://district.ode.state.or.us/search/results/?id=462. ODE is committed to timely, accurate, efficient, and reliable service to enable your institution to serve the students of Oregon. Please contact EGMS staff (ode.egms at state.or.us, 503-947-5604, or 503-947-5959), if you have any questions about the claims process. You will receive this communication periodically between now and when the shut-down occurs.
