Specifically, there appears to be a misinterpretation of resident county for student residency. Below is language from OAR 581-023-0018 relating to the Common School Fund and residency law: Resident Enrollment and Resident Average Daily Membership by County Lines: to provide a basis for budgeting purposes and for final distribution of the Common School Fund and the County School Fund to the school districts, the following procedure shall be followed: (1) Each school district shall report to the Oregon Department of Education the resident county of each student in the district's reports of enrollment, attendance, and membership. The resident county for each pupil shall be the county in which the student resides, regardless of where the student may attend school. We discovered this issue when we compiled the ADM by County Lines report and compared the results with the ADM data. Now that the address block is a required field in the ADM data collections, it is much easier to validate the Resident County data and this is how we discovered this issue. We are currently working with the school districts involved and hope to have this resolved quickly, and payments will follow soon thereafter. If there appears to be continued delays, we will look for an alternative plan for payments and additional updates will follow. Overall local revenue has increased by about $20 million and ADMw has decreased. These two factors increase your funding per weighted student. 18/19 ADM is pulling from 2nd period ADM with the December to June ratio required in ORS 327.099. The ratio is the average of the two previous year's comparisons of 2nd period ADM to annual ADM. 17/18 is now using annual ADM. Along with those updates, ADM for English language learners, pregnant and parenting, poverty, and small school correction have all been adjusted. You will also notice Charter ADM is present on the ADMw breakouts report. The small elementary and small high school corrections are using 17/18 annual ADMa to calculate additional weights for those districts who receive it. Poverty is using December 2017 SAIPE data and is calculated as follows: [cid:image001.png at 01D4D4C5.1E53C800] A charter schools receives a number for students in poverty equal to the districts ratio of poverty students/ADMr * the charter school's ADMr. Local revenue came in a bit higher due to timber funds, property taxes and I'm assuming Comcast settlement funds. The common school fund still only reflects an estimate and not the actual payment. It will be updated when the ADMr by county lines report is complete. The facility grant is also on the estimate which only reflects 18/19 payments. I will update with reconciled 17/18 facility grant payments on the next estimate. There will be more estimates in the coming weeks with updates to Special ed weights and foster delinquent. The common school fund has been processed in the amount of $30,431,494 and you should see it available soon. Just as a reminder, and for those of you not involved in ADM reporting, the Resident County Code should reflect the county in which the student's parent/legal guardian lives. In the case of emancipated minors or students over age 18, where the student lives regardless of where the student attends school. ORS 339.133 states, "Individuals living temporarily in a school district for the primary purpose of attending a district school may not be considered resident in the district in which they are living temporarily, but shall be considered resident in the district in which they, their parents, their guardians or persons in parental relationship to them reside." The student's address and Resident County should not reflect the address of a dormitory or residential program as these are temporary housing circumstances and do not reflect the parent or student's actual address. Only when a student is homeless (under the definition outlined in the McKinney-Vento Act), may the address of the District/School be used. The resident county code of foreign exchange students and students from outside Oregon should be "99". For students enrolled in an online school, the Resident County does not change to the county of the school, it remains as outlined above. You can find a list of the Resident County Codes in the SSID File Format. The Resident County is a different ADM field than the Resident District and has a different definition of residency than the Resident County code; please ensure you are adjusting the correct ADM field. Please see the attached for a list of every district that received a TAP grant and the type of TAP grant they received. Several districts were able to receive multiple grants. We will be posting this list to our website once we ensure that the list will be accessible for all to view. Due to cost savings from the previous programs and the fact that we did not distribute as many grants in 2018, we were able to provide $2,925,000 in grants for 2019. Unfortunately this was not enough to provide every applicant with a grant. Per program rules, we funded grants based on preference points. We were able to fund all districts that had 2 or more preference points in 2019. This resulted in 122 grants being awarded this year. For those districts that did not apply or were unable to receive a grant, I look forward to receiving your applications between January 15, and February 15, 2020 for the 2020 TAP grant application cycle. Also if a district starts an assessment in 2019, the district may use the costs of that work as a basis for a 2020 TAP Grant application. It looks like there was an increase in local revenue by $2.1 million and an increase in transportation costs of $5.3 million. Finally I've lowered the statewide weights to 706,000 to more accurately reflect past years decline. I am working on 17/18 and 18/19 updates and estimates as well. In the coming weeks I will be importing Transportation data, audited financials, updating IEP cap waiver, special ed and foster counts as well as rolling in the $20 million reserve for 17/18 final May payment. These estimates reflect 2017-18 annual ADM and an increase in local revenue of $27Million. I had hoped to get the high cost disability grant and transportation data entered but there are a couple districts still needing to submit data. I will be processing the Local option equalization grant and small high school grant next week. I hope to have a complete estimate with the other grants and $20 million reserve rolled in and posted the third week of April with a drop dead date of April 30 for any corrections. 17/18 District ADMw breakout ESD estimate If you have any questions or concerns please let me know.
