[Busmgrs] 2019-20 State School Fund estimate

Hello,

It appears the neglected delinquent foster counts were incorrect. The number of children in foster homes in the district is determined by the report of the Department of Human Services "Annual Statistical Report on Children in Foster Homes and Children in Families Receiving AFDC Payments in Excess of the Poverty Income Level," or its successor, for October 31 of the year prior to the year of distribution. Essentially we use 18/19 data to project forward for 19/20 and the data shifted off by one district.

Not all foster students in the state are included in this report and resulting SSF data.
