on State Fiscal Stability Fund (SFSF), IDEA Stimulus and Title I Stimulus

style="FONT-SIZE: 10pt">Understandably there is some confusion regarding the
State Fiscal Stability Fund (SFSF), IDEA Stimulus and Title I Stimulus
monies. The Oregon Department of Education was directed to distribute the
SFSF in May and the districts were directed to spend the monies as soon as
possible to save jobs and maintain school days. But the district
recipients were also directed to record the revenue and expenditures in
2009-10. From an accounting standpoint, this is not possible. The O.D.E.
was recently informed that the reference to recording the SFSF and other
stimulus grants in 2009-10 was not from an accounting perspective. It is
referring to recording the SFSF revenue and expenditures and other stimulus
grants during the period of January 2009 through December
2010.<o:p></o:p></SPAN></FONT></DIV>

<P class=MsoNormal><FONT face=Arial size=2><SPAN style="FONT-SIZE: 10pt">The
tracking requirements for these distributions are still not specific. The
O.D.E. will not be setting up any new codes to track the SFSF or the IDEA
Stimulus or Title I Stimulus monies. Here are some of the methods that
business manager’s have indicated they will be using to track these
expenditures.<o:p></o:p></SPAN></FONT></P>

style="FONT-SIZE: 10pt"><o:p> </o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN-LEFT: 0.5in; TEXT-INDENT: -0.25in"><FONT
face=Arial size=2><SPAN style="FONT-SIZE: 10pt">1.)</SPAN></FONT><FONT
face="Times New Roman" size=1><SPAN

</SPAN></FONT><FONT size=2><SPAN style="FONT-SIZE: 10pt">The districts that have
a ‘sub’ Area of Responsibility provided through their computer service provider
may opt to assign a unique ‘sub’ AofR for the SFSF and stimulus
expenditures. This seems to be the least invasive method as the ‘sub’ AofR
is dropped on their electronic submission, but it still allows them to track the
unique expenditures.<o:p></o:p></SPAN></FONT></P>

</SPAN></FONT><FONT size=2><SPAN style="FONT-SIZE: 10pt">Some districts are
assigning a bogus AofR and having it roll to an allowable AofR for submission
purposes. This works, but will complicate things and skew data if a
subject, Special Education, Early Intervening Services or English as a Second
Language AofR should need to be used.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN-LEFT: 0.5in; TEXT-INDENT: -0.25in"><FONT
face=Arial size=2><SPAN style="FONT-SIZE: 10pt">3.)</SPAN></FONT><FONT

</SPAN></FONT><FONT size=2><SPAN style="FONT-SIZE: 10pt">Other districts are
setting up a separate 100 General Fund for SFSF monies only, i.e. Fund 101 or
102. Upon submission this fund would need to be rolled to Fund 100.
This is relatively easy as long as the roll up process is automated, so the
submitter does not have to remember each year. <FONT color=navy><SPAN
style="COLOR: navy"> </SPAN></FONT>These districts are also setting up separate
200 Funds for the IDEA Stimulus or Title I Stimulus
Funds.<o:p></o:p></SPAN></FONT></P>

style="FONT-SIZE: 10pt"><o:p> </o:p></SPAN></FONT></P>
<P class=MsoNormal><FONT face=Arial size=2><SPAN style="FONT-SIZE: 10pt">If you
choose to use the ‘sub’ Area of Responsibility or a bogus Area of
Responsibility, no further action will need to be taken as long as you remain
within your original Fund and major Function appropriations. If you choose
to create new funds for the ARRA monies a hearing will be required for a
supplemental budget with 5 to 30 days notice. Please use whichever method
works best for your district.<o:p></o:p></SPAN></FONT></P>
