<div>Please note, these estimates do not include the latest amendments passed today<font color="red"> </font>by the Joint Ways and Means Subcommittee on Education. As those amendments are passed into law, we will release updated information. Today’s estimates
are to provide a base line for district and the estimates use the Co-Chairs information. As additional bills are passed that affect the State School Fund we will be posting estimates to show the impacts.</div>

<div><font face="Times New Roman" size="3"><span style="font-size:11.5pt;">Dear Business Managers and District Superintendents:</span></font></div>
<div><font face="Times New Roman" size="3"><span style="font-size:11.5pt;"> </span></font></div>
<div><font face="Times New Roman" size="3"><span style="font-size:11.5pt;">I know that you are all engaged in the challenging work of creating your budgets for next year. As you review these latest State School Fund estimates, I wanted to make sure you had
the clearest picture possible about next year’s financial situation.</span></font></div>
<div><font face="Times New Roman" size="3"><span style="font-size:11.5pt;"> </span></font></div>
<div><font face="Times New Roman" size="3"><span style="font-size:11.5pt;">Our Governor and Legislators have been working incredibly hard to gather as many dollars as possible to support education in our state. They recognize the importance of education to
the long-term success of our students and our state. And they also know that if we are going to make progress toward our state’s 40-40-20 Goal, we have to reinvest in our schools and fund the services we know can impact student achievement.</span></font></div>
<div><font face="Times New Roman" size="3"><span style="font-size:11.5pt;"> </span></font></div>
<div><font face="Times New Roman" size="3"><span style="font-size:11.5pt;">While the final education budget has yet to be passed, our friends in the Legislature have asked that I share their commitment to stronger school funding. Thanks to the dedication, advocacy,
and support of folks from around the state – including some of you who came to Salem to testify – most districts will have the opportunity to add back teachers and services next year. While I know this will not make our districts whole, it does move us in
the right direction, reducing class sizes and adding back some vital services.</span></font></div>
<div><font face="Times New Roman" size="3"><span style="font-size:11.5pt;"> </span></font></div>
<div><font face="Times New Roman" size="3"><span style="font-size:11.5pt;">Next biennia, our state will have $6.55 billion in the State School Fund, with an additional $200 million in additional PERS savings. The current round of estimates are based on the
$6.55 billion figure and we anticipate distributing 49% the first year and 51% the second year. These are the numbers that all of you should be budgeting to. While budgeting conservatively may be appealing, our students need every extra teacher and every supplemental
program we can offer right now. I have been assured that these numbers are ones we can rely on. Even if the PERS savings are challenged in court, there should be no change due to litigation before 2017.</span></font></div>
<div><font face="Times New Roman" size="3"><span style="font-size:11.5pt;"> </span></font></div>
<div><font face="Times New Roman" size="3"><span style="font-size:11.5pt;">Our Legislators and Governor are committed to getting as many dollars as possible into the classroom to support our kids. As educators, it is our job to make sure we maximize the use
of these dollars to make sure our students have the supports they need to succeed in school and beyond. I am hopeful that with our 2013-15 budget we will have the opportunity to reinvest in ways that really help move the dial for our students.</span></font></div>
