<span style="color:black">The department shall provide this estimate no later than the first Monday in March of each year for the distribution for the following fiscal year. Keep in mind this is a preliminary estimate based off of what was submitted in the
18-19 Estimate of membership and revenue as well as 16-17 data we roll forward. <o:p>
