The American Recovery and Reinvestment Act (aka "The Recovery Act" or
"The Stimulus") has started to kick in and a big part of the federal
spending it mandates is in federal grants and subgrants. Under orders from the
Obama Administration, federal agencies have already started awarding formula
grants to states and localities and to get their discretionary grant awarding
apparatus operating. But, with all that federal money being teed up for
expenditure, it's not surprising that the demands for fund accountability are
loud and clear. The President has already personally lectured federal agency
heads and various groups of recipients about their stewardship
responsibilities. And Congress has added plenty of new resources for the
federal inspectors general to specifically expand their efforts to prevent and
detect fraud, waste, and abuse in these programs. Finally, special new expanded
reporting requirements are intended to achieve a level of federal program
disclosure and transparency that is unprecedented. The federal assistance
situation is more fluid and dynamic than any seen in the last forty years.<br>
