that… (3) were incurred during the period that begins on March 1, 2020, and ends on December 30, 2020.” <o:p></o:p></li></ol>

<li class="MsoNormal" style="mso-list:l0 level1 lfo3"><b>On the use of the CRF for the PA Match will only things eligible under CRF and PA be eligible for this match or can it be for anything?</b>

<li class="MsoNormal" style="mso-list:l0 level2 lfo3"><span style="background:yellow;mso-highlight:yellow">Treasury has not officially provided any FAQ or other guidance on cost share match</span>. If eligible, match will only be allowed for activities that
are both CRF and PA eligible. On the Treasury side it can only be funded through CRF if it is eligible for CRF. And on the PA side the match requirement applies to a percentage of the grant, which by definition is made up of PA eligible activities. Just
spending CRF funds will not count towards the PA match requirement. Only funds going towards eligible activities covered under a PA grant will count as match. To say it more simply, from the PA side we will treat CRF like other state or local funding. Our
grants will have a cost share per Stafford and CRF funds can be used to meet that requirement.

<p class="MsoListParagraph" style="margin-left:1.0in">From the <i>FAQ</i>: <i>May counties pre-pay with CARES Act funds for expenses such as a one or two-year facility lease, such as to house staff hired in response to COVID-19?</i>A government should not make
prepayments on contracts using payments from the Fund to the extent that doing so would not be consistent with its ordinary course policies and procedures.<o:p></o:p></p>

<li class="MsoNormal" style="mso-list:l0 level2 lfo3">Yes. Section 601(f)(2) of the Social Security Act, as added by section 5001(a) of the CARES Act, provides for recoupment by the Department of the Treasury of amounts received from the Fund that have not
been used in a manner consistent with section 601(d) of the Social Security Act. If a government has not used funds it has received to cover costs that were incurred by December 30, 2020, as required by the statute, those funds must be returned to the Department
of the Treasury.<o:p></o:p></li></ol>
