[CDP-development] Entra MFA Enrollment question

All,

Throwing out a different sort of request. Has anybody used FIDO Tokens as an Entra MFA method? The City of Portland is looking to add them to our list of options however we are running into an issue where we can't use them for initial enrollment, only as a secondary MFA option. Has anybody else tried this or figured this out?
