<p class="MsoNormal"><span style="color:#44546A">The Board has received a few calls this month in which the nursing assistants claim that their training program faculty gave them inaccurate or incomplete information related to reimbursement of training program
 costs.  Thus this message is to provide clarity on the Nurse Aide Training and Competency Evaluation Program (NATCEP) Reimbursement.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="color:#44546A"><o:p> </o:p></span></p>
<p class="MsoNormal"><span style="color:#44546A">Attached is the current reimbursement form.  Nursing facilities who receive Medicare or Medicaid funding are required by federal regulation to reimburse a certified nursing assistant (CNA) for training and testing
 costs.  <o:p></o:p></span></p>
<p class="MsoNormal"><span style="color:#44546A"><o:p> </o:p></span></p>
<p class="MsoNormal"><b><i>T<span style="color:#44546A">his reimbursement only pertains to CNAs hired in a licensed nursing facility as identified by the Department of Human Services and/or the Centers for Medicare or Medicaid. 
</span></i></b><span style="color:#44546A">In addition, the student:<o:p></o:p></span></p>
<p class="MsoListParagraph" style="text-indent:-.25in;mso-list:l1 level1 lfo2"><![if !supportLists]><span style="font-family:Symbol;color:#44546A"><span style="mso-list:Ignore">·<span style="font:7.0pt "Times New Roman"">      
</span></span></span><![endif]><span style="color:#44546A">Shall have successfully completed a nursing assistant training program;<o:p></o:p></span></p>

</span></span></span><![endif]><span style="color:#44546A">Needs to have accepted employment in the licensed nursing facility within the first 12 months after completion of his/her nursing assistant training program.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="color:#44546A"><o:p> </o:p></span></p>
<p class="MsoNormal"><span style="color:#44546A">The Code of Federal Regulations provides the following direction on the obligation and responsibilities for payment or reimbursement to nursing assistants for training course work at 42CFR 483.152(c) Prohibition
 of charges:<o:p></o:p></span></p>
<p class="bullet1" style="mso-list:l2 level1 lfo3"><![if !supportLists]><span style="font-size:11.0pt;font-family:"Calibri",sans-serif;color:#44546A"><span style="mso-list:Ignore">(1)<span style="font:7.0pt "Times New Roman"">   
</span></span></span><![endif]><span style="font-size:11.0pt;font-family:"Calibri",sans-serif;color:#44546A">No nurse aide who is employed by, or who has received an offer of employment from, a facility on the date on which the aide begins a nurse aide training
 and competency evaluation program may be charged for any portion of the program (including any fees for textbooks or other required course materials).
<o:p></o:p></span></p>

</span></span></span><![endif]><span style="font-size:11.0pt;font-family:"Calibri",sans-serif;color:#44546A">If an individual who is not employed, or does not have an offer to be employed, as a nurse aide becomes employed by, or receives an offer of employment
 from, a facility not later than 12 months after completing a nurse aide training and competency evaluation program, the State must provide for the reimbursement of costs incurred in completing the program on a pro rata basis during the period in which the
 individual is employed as a nurse aide.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="color:#44546A"><o:p> </o:p></span></p>
<p class="MsoNormal"><span style="color:#44546A">Oregon Administrative Rule 411-086-0470 related to NATCEP, gives further details on the Medicaid licensed nursing facilities responsibilities and the reimbursement process to the nursing facilities by the Department
 of Human Services (DHS). A facility must notify the nursing assistant upon hire that the nursing assistant may be eligible for reimbursement of costs associated with successful completion of a NATCEP training program. Failure to notify or reimburse an eligible
 nursing assistant may results in penalties to the facility. Nursing facilities are not allowed to enter into a contract with the student to continue employment with the facility providing the training.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="color:#44546A"><o:p> </o:p></span></p>
<p class="MsoNormal"><span style="color:#44546A">The hiring nursing facility, after the nursing assistant completes training and certification, is responsible for reimbursement to the CNA of incurred approved training and testing expenses. If the NA is hired
 within the 12 month period from date of completing the program then the reimbursement will be prorated (411-070-0470 (3)). An example would be a NA accepts a position with the first employing nursing facility six (6) months after completing training, that
 nursing facility would be responsible for reimbursing fifty (50%) percent of the documented course costs.<o:p></o:p></span></p>
