[collaborative-vr] NAVRC: evaluating proposal

Hi all,

Looks like we already have some proposals submitted<https://docs.google.com/forms/d/194Shye-8k48td132k1ogEBomd4MuEevN-Efk4ghuieY/edit#responses>!

The call for proposals closes Nov 30, and we're meeting on Dec 16 to select proposals and draft the program.
