With Federal Government shutdown news behind us, these updates will be provided by Central Office every other week, rather than every week.



End of shutdown: With the end of the federal government shutdown on the evening of November 12, all SNAP processes have returned to normal. Oregon was one of few states that loaded SNAP benefits on EBT cards on November 7. December benefits will return to their regular schedule.



Individuals who applied for and were approved for SNAP between Nov. 7-13 received benefits on Nov. 14.



Governor Kotek's declaration of a food emergency<https://mailchi.mp/oregon/governor-kotek-demands-immediate-usda-action-to-protect-food-assistance-for-757000-oregonians-during-federal-shutdown-6250056?e=b881567993> continues, even though the federal government shutdown has ended. The ODHS OREM Incident Management Team continues to coordinate the statewide response. $5 million has been awarded to the Oregon Food Bank Network, $1 million has been distributed equally to the nine federally recognized Tribes in Oregon. There is also a statewide food donation campaign.



What's next: The bill signed into law to end the shutdown includes funding for SNAP through September 2026, although most other parts of the federal government are only funded through January 30, 2026 so there will be another potential shutdown in the news, but not for SNAP, WIC, and child nutrition programs.



HR1: The shutdown has ended, but the changes from HR1 continue. If someone expected to receive SNAP in November but have not received them, it is possible their SNAP eligibility has been impacted by HR1.



EBT Safety: We have seen an increase in EBT skimming. Encourage everyone with clients on SNAP or SNAP themselves to take steps to secure their card. Visit https://www.oregon.gov/odhs/benefits/pages/protect.aspx



Rumor Control: We're hearing that people are worried that everyone who receives SNAP needs to reapply right now. At this time, nothing about the SNAP recertification process has changed in Oregon. You do not need to reapply unless we contact you directly.

*         Most people already renew every 12 months and complete a 6-month periodic report.

*         Older adults and people with disabilities with no earned income renew every 24 months and complete a 12-month periodic report.

*         Some people may be asked to take part in routine Quality-Control reviews or need to report certain changes in income or work hours.

If you get SNAP, just keep following your normal certification and reporting schedule.

You can review your certification schedule by logging into your ONE Online Account or ONE Mobile App, calling the ONE Customer Service line at 800-699-9075 or contacting your local ODHS office.

If anything changes, we will post updates and notify you directly.
