As announced in November, the Young Adults with Special Health Care Needs<https://www.oregon.gov/oha/hsd/ohp/pages/special-health-care-needs.aspx> (YSHCN) program is expanding.

When YSHCN began in 2025, it was available only to people ages 19 and 20. The program was designed to expand to additional ages as funding allows.

As of Jan. 1, 2026, people who are 21 years old can also qualify for YSHCN.

Once someone qualifies, they can stay enrolled through age 25 as long as they continue to meet eligibility requirements.

What Are the Benefits?

  *   Extra vision and dental services
  *   All medically necessary and medically appropriate care (also known as EPSDT)
  *   Special help managing care
To qualify, young adults ages 19, 20 and 21 must have:

  *   At least one qualifying health care need that began before age 19, and
  *   Individual or family income up to 205 percent of the federal poverty level<https://www.healthcare.gov/glossary/federal-poverty-level-fpl/>.
Current OHP members who qualify will automatically receive these benefits starting January 1. Young adults will also be able to complete a short set of questions in the OHP application<https://www.oregon.gov/oha/hsd/ohp/pages/apply.aspx> to qualify.
