<p class="MsoNormal"><span style="font-size:12.0pt;font-family:"Arial",sans-serif">In 2017, there was a 9.9% sales rate to minors (called “retailer violation rate” in the report) among Oregon’s non age-restricted tobacco retailers. This figure is up from 4.5%
in the 2016 survey year. <o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size:12.0pt;font-family:"Arial",sans-serif"><o:p> </o:p></span></p>
<p class="MsoNormal"><span style="font-size:12.0pt;font-family:"Arial",sans-serif">In 2016, only sales of
<b>cigarettes</b> to minors were included. Protocols were adjusted for the 2017 survey year to include sales of
<b>electronic cigarettes</b> and <b>little cigars </b>as well<span style="color:black">. These changes contributed to the increased rate in 2017.<o:p></o:p></span></span></p>
