Thank you for your participation. ________________________________ State Board Proposed Diploma Timeline The current economic conditions in Oregon pose significant challenges to the state budget. On December 12, 2008, the State Board of Education considered the Governor's concern for implementation of the new Oregon Diploma requirements in light of these current and future budget constraints. As a result, the Board is proposing flexibility in the implementation timeline. The Board reaffirmed the critical importance of implementing the new diploma requirements within a reasonable timeframe. The Board and State Superintendent encourage proceeding as quickly as feasible, with all stakeholders working together to support implementation. Board Leaning on Proposed Timeline* 1. The Board proposes delaying the demonstration of proficiency in the Essential Skill "apply math" for purposes of obtaining a diploma until 2014. 2. The Board proposes maintaining the current timeline for: * Proficiency in the Essential Skills reading, writing, and speaking in 2012 * Science - 3 credits in 2012 * Algebra I and above content (3 credits) in 2014 Districts will continue to administer OAKS and local performance assessments (e.g. work samples) in grades 3-8 and high school to prepare students for the Essential Skills graduation requirement. Moving the Essential Skill "apply math" proficiency requirement to 2014 allows districts flexibility in their use of resources and provides them additional time to adjust their K-12 math curriculum to ensure students are prepared for the high school mathematics requirements. *Proposed Timeline 2008-2009 2009-2010 2010-2011 2011-2012 Requirements for this year's 9th graders; graduates of 2012 Additional Credits: ? English - 4 ? Math - 3 Graduation Requirements: ? 24 Credits, including 3 credits in Science1 ? Essential Skills: reading, writing, speaking ? Personalized Learning2 2012-2013 2013-2014 Requirements for this year's 7th graders; graduates of 2014 Additional Requirements: ? Mathematics credits at Algebra 1 and above content3 ? Essential Skill: apply math 1Scientific inquiry and lab experiences; experiences may occur outside of school and does not require laboratory facilities 2Education Plan and Profile, Extended Application, and Career-Related Learning Experiences 3Credits can be met through applied academics Timeline for implementing the remaining five Essential Skills has not been established; the AESRP will make phase-in recommendations to the Board at a future date. The Governor's planning committee has created a very unique Youth Legacy Project designed specifically to involve Oregon's high school students in Oregon's future. Below is a message from Henry Balensifer, who is the youngest member of the Oregon 150 Board and Chair of its Youth Legacy Projects. Dear Educators: I'd like to bring to your attention a Sesquicentennial Project that is geared toward high school students. It's called Project 2059: The Future is Ours to Create. Its' ambitious mission is to "Actively engage today's youth to envision Oregon's next 50 years and create a blueprint for realizing that vision." This is a great way for students to demonstrate that they are not just young people still learning. Rather, that they are a powerful force, a generation of people who want to help reshape politics and policy to make Oregon a safer, sustainable and livable place. Project 2059 empowers high school students to create a collaborative vision of what Oregon should look like in the year of our bicentennial. They will consider issues that will shape our state over the next 50 years. They will use innovative technology to present their ideas and identify the best thinking of their peers. In the summer of 2009, a select group of participants from around the state will gather at Willamette University to craft this input into a visionary platform for Oregon's future.
