Universal Screening for Risk Factors of Dyslexia

Senate Bill (SB) 1003 requires that districts universally screen for risk factors of dyslexia in kindergarten (and in first grade for students who first enroll in public school in Oregon for first grade) using a screening test identified by the Department. This requirement goes into effect in the 2018-2019 school year. OARs related to Universal Screening for Risk Factors of Dyslexia<http://www.oregon.gov/ode/students-and-family/SpecialEducation/RegPrograms_BestPractice/Documents/oarsuniversalscreeningdyslexia.pdf> were adopted by the State Board of Education on April 19, 2018. The OARs include the criteria for a screener to be included on the Department’s approved list. The Department will develop a list of approved screeners to be released at the end of the current school year. An estimated timeline for completing the work is as follows:

List of Approved Dyslexia Training Opportunities

SB 1003 requires that the Oregon Department of Education (ODE) annually develop a list of dyslexia-related training opportunities. The Department posted a Request for Information in February of 2018 and is in the process of reviewing additional dyslexia training opportunities. The review process will be completed by the week of June 4, with an updated list of approved training opportunities posted on the Dyslexia Page<http://www.oregon.gov/ode/students-and-family/SpecialEducation/RegPrograms_BestPractice/Pages/Dyslexia.aspx> of the ODE website no later than June 15, 2018. Districts must ensure that at least one K-5 teacher in each K-5 school completes dyslexia-related training by July 1, 2018. Districts that are having difficulty finding available trainings by the deadline must petition the Department for a waiver to allow more time to complete the training requirement. Information regarding how to petition for a waiver is included in the Dyslexia-Related Training OARs<http://www.oregon.gov/ode/students-and-family/SpecialEducation/RegPrograms_BestPractice/Documents/dyslexiarelatedtrainingoar.pdf>.

Dyslexia Training Grants

The Department sent out notifications of adjusted grant awards to districts and participating charter schools on May 18, 2018. The adjusted awards do not include funds for district programs or charter schools that chose not to participate in the training grants. The awards do now include schools that serve only kindergarten students and those that include grades 1 and up in addition to the other schools that enroll both kindergarten and first grade students. The adjusted per school award is $2,729.89.

There are two steps for a district to submit a claim:
Step 1: Complete the Dyslexia Training Grants Reimbursement Form and email to Carrie Thomas Beck, Dyslexia Specialist<mailto:carrie.thomas-beck at state.or.us>, along with electronic copies of the Certificates of Completion for each teacher who completed the dyslexia training. On the reimbursement form, be sure to indicate (by checking the boxes) that the teachers have completed the training survey and have requested membership for the Dyslexia Group on the Oregon Educator Network (OEN). The form and detailed instructions<http://www.oregon.gov/ode/students-and-family/SpecialEducation/RegPrograms_BestPractice/Pages/dyslexiatraingrantsinfo.aspx> for submitting a claim can be found on the ODE website<http://www.oregon.gov/ode/students-and-family/SpecialEducation/RegPrograms_BestPractice/Pages/dyslexiatraingrantsinfo.aspx>.

Step 2: Submit a request for reimbursement through the Electronic Grants Management System (EGMS).

A Dyslexia Training Grants Q and A<http://www.oregon.gov/ode/students-and-family/SpecialEducation/RegPrograms_BestPractice/Documents/dyslexiatraininggrantsqa.pdf> can also be found on the Dyslexia page of the ODE website.
