[DLCD-Rulemaking] Agenda for joint subcommittee on TPR 0060 & OHP 1.F

Attached please find the agenda for the next meeting of the joint subcommittee of the Land Conservation and Development Commission (LCDC) and the Oregon Transportation Commission (OTC).

The meeting will be held in Salem on February 15 and will include time for public testimony starting at 12:30 PM.

The joint subcommittee was established in response to concerns about the Transportation Planning Rule Section 0060 (Plan and Land Use Regulation Amendments) and the Oregon Highway Plan Policy 1.F (Highway Mobility Standards).

LCDC posed the following questions for the joint subcommittee to answer:
(1) Whether to initiate formal rulemaking on OAR 660-012-0060 and/or whether to request that the OTC consider amending related provisions of the Oregon Highway Plan.
(2) What are the highest priority issues that should be addressed in any proposed rulemaking?
(3) How should the process be structured to recognize the joint authority of LCDC and OTC concerning these issues?
