Course description: 

Identifying the Dominant Aggressor - Challenges for Law Enforcement 
Law enforcement has the responsibility of responding to domestic
violence incidents to determine if there is criminal conduct and if an
arrest needs to be made.   The challenge is when both parties claim to
have been assaulted by the other and at times both may be injured.
Through several case studies, the ideas behind identifying the dominant
aggressor are discussed.   Factors to consider in making this
determination are listed as well as factors that should not be
considered.   The consequences of making a dual arrest or arresting a
victim who has caused injuries are reviewed.  Viewers should be able to
identify multiple factors that would assist them in making a decision on
whom to arrest.
