Defending Childhood Initiative Welcomes New Coordinator[cid:image004.jpg at 01CCFC55.068C00C0]


The Department of County Human Services welcomes Erin Fairchild, MSW, as the new Training and Project Coordinator for the Defending Childhood Initiative. Erin will focus on supporting systems to recognize and respond to children's exposure to violence in our community. She brings more than 12 years of comprehensive experience working with children and families exposed to violence, as well as the systems that serve them.  She is skilled in leading collaborations and is committed to strengthening and supporting safe parents and caregivers to support their children so that they will be protected, heal and thrive.



Dedicated to honoring the experiences of violence exposed children through her work with the Defending Childhood Initiative, Erin will use all that she has learned about their strengths and their struggles as a guide in this work.  She envisions a strong, compassionate community that has the skills, support and education they need to stand with children and youth impacted by trauma. She is thrilled for this opportunity to work on behalf of the hundreds of children and families who have touched her life over the years, and looks forward to working with all of you.

New Report Recommends Focused Strategies for Black Gay and Transgender Survivors



The Center for American Progress released Jumping Beyond the Broom: Why Black Gay and Transgender American Need More Than Marriage Equality<http://r20.rs6.net/tn.jsp?et=1109462583080&s=5266&e=001zX08Jr9p3thbs311qLEi5cnFuc9hfJRcMZqAbjT-Keu2ArmjwlWlO_Y90irRiBoYu3b2x2EG_DT12jskUmmpeMnOSNhUYjtCzx07DlB0hFeozxZ0OCPkKlCZkit0mX2QeT07UOiU4sxmRoJeXKy3_s4hpTikZMYx44HEWiFOyVg=>, report by Fighting Injustice to Reach Equality (FIRE) January 2012.



Jumping Beyond the Broom offers a broad overview of disparities affecting Black gay and transgender Americans. Reporting that Black gay and transgender Americans in particular experience stark social, economic, and health disparities compared to the general population and their straight black and white gay counterparts. According to current data families headed by black same-sex couples are more likely to raise their children in poverty, black lesbians are more likely to suffer from chronic diseases, and black gay and transgender youth are more likely to end up homeless and living on the streets.



While this report does not exclusively look at domestic violence, other studies have identified poverty and homelessness as known risk factors for increased incidents of domestic violence.



Black lesbian and bisexual women, including transgender women, experience domestic violence at alarming rates. This report Recommends a focused response that ensures all domestic violence policies incorporate same-sex couples within the definitions of domestic violence and are as gay-and-transgender-inclusive as possible.



The report offers strategy recommendations for these issues, along with the others laid out in this report, and calls for policy agendas that understand and tackle the structural barriers-discriminatory systems, conditions, and institutions around socioeconomic status, race, sex, sexual orientation, and gender identity-that perpetuate negative economic, health, and other life outcomes among Black gay and transgender survivors.


Innovative New Tools for Responding to Domestic Violence

The website offers safety planning and has information on how to use text messaging to raise awareness about domestic & sexual violence. Advocates can be reached via text messaging @ "loveis" (capitalization does not matter) to 77054. Trained peer advocates respond to specific questions on healthy relationships, teen dating relationship questions, and domestic and sexual violence. Survivors can turn the text into talk by asking the advocate for the Love is Respect phone line or using the chat service. They recommend calling or chatting first if texters are in a crisis situation. Normal texting fees apply.

It was presented at the January Attorney General Sexual Assault Task Force Conference: Roots of Change. Tracy Wright and Althea Hart presented content examining hip-hop, its culture, misogynistic themes, and their impact on communities of color.  The interview outlines ways to combine hip hop music with positive strategies that allow advocates and trainers to use music and culture as a means to engage and organize around the issues of domestic and sexual. Listen in as they discuss Jay-Z's "Glory," the history of female emcees, and strategies for using hip hop and pop culture in conversations about sexual and domestic violence.


New Study on Crime Control Effects


NCJRS has added this new report on the effectiveness of criminal justice responses in deterring domestic violence: The Crime Control Effects of Criminal Sanctions for Intimate Partner Violence<http://r20.rs6.net/tn.jsp?et=1109462583080&s=5266&e=001zX08Jr9p3tjl44FyE0lgulzUuXM7pbwIbfTSILHr1nE-XKScSbfwjpgtFMt60JOo1JwGKadyLms2wUKFFiNQP62Y3nd9gBtWPD59zXc7GjF0tnfp5sk-oOL7lwScIulKy_B8VQWLf9KWJ57N1z9jwnRLfQS3gWQFzd0P6vGHrbrWA5jWP89X3w==> (NCJ 236959); by Joel Garner & Christopher Maxwell - December 2011.



The authors reviewed 135 different studies and found that local criminal justice responses are highly variable, and that there are too many inconsistencies in the studies they reviewed to determine whether criminal justice interventions affect recidivism. They did find that, on average, about 1 in 4 reported offenses in the U.S. results in prosecution, and just over half (51.2%) of prosecutions result in conviction.  Understanding the variables within domestic violence interventions and responses is critical in determining effective strategies.



Trainings



March 13th, 2012 (10-12 pm): Addressing Religious Issues in Group. Monthly meeting hosted by the Tri-County Batterer Intervention Provider Network. Multnomah Building, 501 SE Hawthorne, Room 525.  Abusive men will use a variety of things to justify their past abusive behavior including their religious beliefs.  The group will discuss how to address those religious beliefs that are used to justify abuse and control, particularly when the facilitators are not very familiar with that religious perspective. March 19th, 2012: Disrupting the Script: Raising to Legal Consciousness Sexual Assaults on Black Women Convened by Anita F. Hill and Bernadette J. Brooten. Brandeis University, Boston MA. This half day conference is sponsored by the Feminist Sexual Ethics Project and is free and open to the public. This conference aims to address inequitable treatment of black rape survivors face in U.S. criminal justice system. March 20th, 2012 (10:00am-12:00pm): "Domestic Violence and Protective Orders:  Qualifications, Protections, and Considerations". Multnomah County Family Violence Coordinating Council Monthly Training, Multnomah County Southeast Health Clinic, 3653 SE 34th Ave, Portland OR 97202.  This training will cover the three types of protective orders available to survivors in Oregon - the Family Abuse Prevention Act Order (FAPA/Restraining Order), the Elderly Persons and Persons with Disabilities Abuse Prevention Act Order (EPPDAPA), and the Stalking Protective Order (SPO) - including the qualifications, the protections provided for, and some considerations for those petitioning the court for protective orders.  Additionally we'll discuss what happens after an order is granted, such as the service of restraining orders, contested hearings, and legal resources. This workshop is appropriate for those working with victims and survivors in other systems who wish to boost their knowledge of these resources, as well as for advocates newer to the field or those who have had just basic restraining order training. The Healing Circle at Native American Youth Authority offers Mamook Kloshe a domestic violence support group for Native women. Mamook Kloshe, is a Chinook word that means "to heal" or "to make whole", this is a support group for Native women where individuals are able to start the healing process and learn tools to stay physically, mentally, emotionally and spiritually safe. These groups are closed and held a confidential location. Free dinner is available at the evening session. Praxis International and Manavi in partnership with the Office on Violence against Women are now accepting applications for the next Advocacy Learning Center (ALC) class beginning in June 2012. The ALC is designed to help strengthen the advocacy work agencies are doing no matter the challenges, or the type of violence against women they address. Most of the learning is done via audio conferences which is affordable and respectful of the advocates' busy schedules. Organizations can use Office on Violence Against Women training funds to attend or travel subsidies are available. There are even limited subsidies for those who are not funded by OVW. The application deadline is Friday, March 16, 2012.  Trauma Recovery and Empowerment Model (TREM) Program has added a second Trauma Informed Parenting Group to their schedule. The 11-week program is for women who are concerned and interested in learning about how the trauma they have experienced may be affecting their parenting.
