Renowned IPV researchers Finkelhor and Hamby released the results in April (2014) of a new study they completed. The study was the first of its kind to provide nationally representative data on police and advocate best practices, as well as help-seeking obstacles for family violence that involved exposure to children.
The first link is an article summarizing some of the study's findings. The second link is the actual research article and the researchers' conclusions.
Some of the interesting results:
**Of the original 517 cases of family violence studied, only 10 perpetrators (fewer than 2%) served any jail time. In fact, there was significant attrition all the way through the criminal justice system. (A clarifying point: Only 130 of the 517 family violence incidents were "known" to police. Of those 130, 33% (43 cases) had charges filed. And of those, 10 defendants/perpetrators or 7.7% known to police, served any jail time.)
**For cases that did lead to arrest, respondents to the survey reported that nearly 86% of the officers responding engaged in at least 6 "best practices." But for cases that did not lead to arrest, fewer than half of the officers offered that level of exemplary service.
**Follow-up by officers after initial contact was associated with higher rates of victims moving out (i.e., victim/perpetrator separation)
**The most common obstacle for seeking help was prior bad experience with first responders/system
