Institute on the Investigation and Prosecution of Cold Case Sexual Assault

Testing and analysis of evidence found in sexual assault kits (SAKs) has demonstrated high rates of serial sexual offending, the tendency for offenders to target both known and unknown victims, and the crossover criminality of these offenders. Sexual assault cases are admittedly some of the most difficult to respond to and cold cases present additional challenges due to the passage of time. Technological and strategic innovations, along with well-established investigative and prosecutorial best practices allow police and prosecutors to overcome these challenges and to seek justice in these cases. IACP and AEquitas are offering a three-and-one-half-day course designed to challenge participants to strengthen their approach to prosecuting cold case sexual assault. IIPCCSA explores the complex issues faced by police and prosecutors in balancing offender accountability and the impact of criminal prosecution on victims.

The institute will address:

  *   Practical case evaluation, investigation, and litigation skills
  *   Relevant medical and forensic evidence
  *   Guidance on the use of experts
  *   The benefits of developing a coordinated, victim-centered response
  *   Skills to redefine successful outcomes in cold cases

Rather than attending a series of lectures, participants will examine their current practices by employing active case evaluation, investigation, and skills to handle cold cases of rape. IIPCCSA uses criminal case scenarios, role-playing exercises, small group discussions, and mini-lectures by subject matter experts. The highly interactive format enables police and prosecutors to learn from one another and engage in "real-life" scenarios that are readily transferable to their everyday work.
