Tribal protection orders, referred to as foreign restraining orders under Oregon law, are civil orders of protection issued by tribal courts to prevent future domestic violence. State and federal law under the Violence Against Women Act (VAWA) require full faith and credit for these orders, meaning all states must uphold protective orders from any other state and from any tribal nation.

What will this training cover?  This training will cover the state and federal statutory obligations that all law enforcement officers must abide by when responding to violations of and enforcing tribal (or "foreign") protective orders within Oregon.  We will cover statutory requirements, including assessing facial validity of foreign orders, record keeping and LEDS entry information, mandatory arrest for violation of foreign protective orders, liability, and venue for enforcement and prosecution.  This training will discuss the critical need for law enforcement communication and collaboration to protect Indigenous people throughout our state and the country in discussing HB 2625<https://olis.leg.state.or.us/liz/2019R1/Downloads/MeasureDocument/HB2625/Enrolled>, passed by the  Oregon Legislature in 2019, which is aimed at creating partnerships to increase reporting, identification, investigation, and rapid response to future and past cases of missing and murdered indigenous people.  We will also address frequently asked questions and invite discussion about current local practices.
